The city management office within Umeå municipality leads and supports the municipality's operations and is divided into the departments Finance and governance, HR, Communication, Land and development, Business and site development, Community protection and preparedness, Strategic development and Democracy and law. Within the Department of Democracy and Law is the Senior Guardian Unit, which is an administrative, preparatory and executive organization for the Senior Guardian Board in the Umeå region. The Umeå region is a geographical area and a collaborative body and consists of the municipalities of Umeå, Bjurholm, Nordmaling, Robertsfors, Vindeln, Vännäs and Örnsköldsvik. The chief guardian's unit has offices in Umeå and Örnsköldsvik, and within the unit, work is done with supervision over the tasks of deputies (good men, trustees and guardians). The purpose of supervision is to prevent loss of rights for persons who cannot exercise their rights themselves. The head guardian's unit also works with recruitment and training of deputies. The work includes many contacts with deputies, the public, the district court and other authorities. The legal areas include both public law and several of the central legal areas of civil law such as contract law, general property law, family law, succession law and property law. Development work is underway within the unit to be able to work cross-border between the offices, and as part of that, digitization is also included.  We are now looking for a unit manager who wants to lead and develop the business together with the employees. Are you who we are looking for? Your work assignments In this role, you have personnel, finance, work environment and operational responsibilities. You are the manager of approx. 24 employees and are part of the management team within the Democracy and Law department. The assignment as head of unit means, among other things, that you work to be an attractive employer so that we can attract, recruit and retain the skills we need. You also actively contribute to the unit's development and to our jointly developed goals. The position also includes some handling and being a rapporteur in the board of supervisors. We see it as meritorious if you have: worked as a manager in public administration experience in the exercise of authority and especially in superintendent activities We believe that you are a confident, clear and present leader with good judgment and integrity. You have a good ability to inspire, create commitment and participation and create conditions for development. You build your leadership on trust in your employees and their ability to achieve good results. You have many contacts internally and externally, so it is important that you have good cooperation skills and enjoy working in collaboration. The work also requires you to be a skilled administrator with a good ability to express yourself verbally and in writing.
