Job Description

Would you like to help shape the future of outpatient care in social services? The Social Services Department in Gällivare Municipality is on an exciting journey of development, with a focus on early intervention, preventive work, quality, and sustainable practices based on the new Social Services Act.

We are now establishing a new position as Head of the Outpatient Care Unit and are seeking a dedicated and confident leader. The unit provides support and treatment services for all residents of the municipality—including children, youth, adults, and families—and plays a key role in the transition toward a more accessible and preventive social services system. The unit also includes a family support center and family counseling services. You will be the manager of approximately 10 employees,

As a unit manager, you will have the opportunity to lead and develop a unit where collaboration, flexibility, and the individual’s needs are central. You will work alongside dedicated colleagues on an important public service mission where you help ensure residents receive the right support at the right time.

Job Responsibilities

As a unit manager, you are responsible for operations, staff, the work environment, and finances within outpatient care. You will lead the operations with a focus on quality, collaboration, development, and a sustainable work life.

The role includes, among other things:

  • leading and allocating work within outpatient care
  • developing preventive and early interventions based on the new Social Services Act
  • working with quality, follow-up, and operational development
  • ensuring that interventions are conducted in a legally sound manner and with high quality
  • mentoring and supporting employees in treatment and change work
  • actively working with workforce development and the work environment
  • collaborate with, for example, schools, the region, the police, and other partners
  • contribute to the development of accessible and flexible outpatient care

You will work closely with the operations manager and other colleagues in the social assistance unit.

Qualifications

We are looking for someone with a degree in social work. You have experience working in social services and, preferably, experience with outpatient care, support and treatment work, or preventive measures. You have a solid understanding of current legislation and express yourself well both verbally and in writing. To succeed in this role, you need to be structured, have strong organizational skills, and be able to work both strategically and operationally.

Previous experience in managerial or supervisory roles, as well as experience with change and development initiatives, is advantageous. Experience with the Pulsen Combine operational system is desirable. Experience collaborating across different departments and working in a politically governed organization is viewed positively.

You are a confident and clear leader who fosters engagement, participation, and strong collaboration. You are responsible, solution-oriented, and have the ability to prioritize and make decisions even in complex situations.

We are looking for someone who wants to be a hands-on manager and who recognizes the importance of developing both the business and its employees. You have excellent communication skills and thrive in collaboration with managers, employees, and external partners. Great importance is placed on personal suitability.Under the National Minority Language Act, Gällivare Municipality is the administrative municipality for Sami, Meänkieli, and Finnish. Knowledge of any of these languages is a plus when applying for a position with Gällivare Municipality.

A Class B driver’s license is required.

Full-time, permanent. A probationary period may apply.
