Would you like to be Gällivare municipality's new head of the purchasing unit?

We are looking for a driven and self-motivated person who wants to continue to develop Gällivare's work with purchasing. You will lead a committed, social and driven team for a unit that works with interesting assignments in an exciting environment. The unit consists of three purchasers, a purchasing controller and a unit manager.

The position is located at the purchasing unit, which is a municipality-wide resource with the task of being responsible for the municipality's purchasing and procurement process. Your organizational affiliation is with the Finance Department and you will report directly to the Finance Manager. The finance department consists of financial control/accounting, financial administrators and purchasing and is a department within the Support and Development Administration.

Duties

In the role of purchasing manager, you are offered a stimulating and varied job with many contacts internally and externally. You will work independently with development and contribute to the strategic work to ensure a functioning public service for the benefit of both citizens and business.

Your main tasks

• You lead and further develop the municipality's purchasing unit with responsibility for operations, employees and budget.
• The assignment includes strengthening the overall governance, developing working methods and processes and ensuring commercial procurement in accordance with current legislation.
• You develop structures for purchasing management, including through responsibility for implementing e-commerce and appropriate buyer organization that strengthens the municipality's purchasing activities.
• Responsibility for actively working for a good and pleasant working environment. Support employees in various procurement projects and contribute to the continuous development of the work group.
• Responsibility for skills supply through internal training and the development of purchasing materials.
• Run some of your own procurement projects, mainly contracts and strategic procurements.
• The role involves many contact areas and close cooperation with the municipality's administrations, companies and external actors.
• Coordinate procurement planning and report on activities and challenges.

Your skills and experience

We are looking for you who have an academic degree or other post-secondary education relevant to the field, equivalent experience in purchasing or relevant activities that the employer considers appropriate. It is meritorious if you have experience of the Public Procurement Act (LOU) and the public sector.

It is meritorious if you have experience in purchasing management and e-commerce. You see opportunities with digital development, AI and other technical solutions to support analysis, efficiency and quality in purchasing and procurement processes. You are business-minded with good financial understanding and possess communication skills and establish good contacts with the municipality's operations and the local business community.

You communicate well in Swedish in speech and writing and can convey complex regulations and overall considerations in a clear and educational way. As a person, you are thorough, responsible, businesslike and a confident leader. You have good interpersonal skills and are service-oriented in your contacts with others. Great emphasis is placed on personal qualities and suitability.

In the framework of the National Minority Languages Act, Gällivare municipality is the administrative municipality for Sami, Meänkieli and Finnish. Knowledge of one of these languages is an advantage when applying for employment in Gällivare municipality.
