The housing office in Hamar municipality has a vacancy in the team that works with start-up loans. The municipality has an annual framework of NOK 500 million, which is lent to residents who want to own their own home but do not qualify for a loan from a private bank. To strengthen the expertise in the team, we are looking for someone who can contribute to making good assessments regarding the homes financed with start-up loans and contribute to a good follow-up of our borrowers and loan portfolio.
The position's tasks are linked to the department's case management tasks, through the guidance of residents who need help to establish themselves in the housing market in Hamar. Start loans are a highly prioritized instrument within the municipality's housing policy and the municipality also participates in the experiment with start loans aimed at first-time entrepreneurs.
In addition to start-up loans, the municipality helps disadvantaged people in the housing market to obtain suitable housing through the allocation of municipal housing, individual housing assistance and state housing subsidies. The department also provides housing for refugees who are settled in the municipality.
The department has 8 employees, and is organized in the municipal area of environment and society.
Tasks
- Processing applications for start-up loans and grants
- Guiding borrowers to buy safe and good housing
- Assisting borrowers with post-purchase follow-up to prevent loan and housing defaults
- Working systematically to get tenants in municipal housing into their own homes, so-called "rent-to-own";
- General advice and guidance of residents who are disadvantaged in the housing market, related to finances, budget and housing situation
Other tasks at the housing office may also be relevant:
- Case management tasks related to the allocation of municipal housing and housing from our partners
- Assist in the settlement of newly arrived refugees to the municipality
- Registration of housing subsidy applications
- Project support related to establishing new housing offers and forms of housing
- Work with housing procurement for various user groups in the municipality
Qualifications
- Educational background in economics, real estate, construction, or social sciences
- It is an advantage if you have experience from the real estate industry (construction, engineering, buying/selling,), or from banking with follow-up of loan customers
- Very good financial understanding
- Competence in housing technical assessments is desirable
- Good understanding of developments in the housing market
- Digital competence, with good ability to familiarize yourself with new computer systems
- Very good communication skills in Norwegian, both written and oral
- Driver's license cl. B
