Head of Financial Management

The Finance and Administration Division consists of financial management, payroll, accounting, public procurement, the document center, the municipal attorney, and citizen services. Based on assessments related to vulnerability, expertise, and capacity, financial advisors have been transferred from the municipal divisions to the corporate level. We are now seeking a Head of Financial Management with personnel responsibility for 12 talented employees. The position also includes serving as deputy head of the municipal division. Job Responsibilities

We are seeking a professionally driven and strategic business manager who will help ensure comprehensive and effective financial management of the municipal sectors. You will be a key partner for the municipality’s senior leadership, ensuring the quality of budgets, forecasts, reporting, and the basis for decision-making. The position will include the following main responsibilities:

  • Ensure relevant and understandable management and decision-making information for administrative and political leadership
  • Prepare the budget, financial plan, annual report, and ongoing financial reporting
  • Conduct analyses and contribute to development and improvement efforts in financial and operational management
  • Lead and develop controllers and financial advisors within the organization
  • Drive improvement initiatives and ensure efficient resource utilization and cross-functional collaboration
  • Advise managers and strengthen the financial and management culture

Qualifications

  • Solid experience with financial management in large and complex organizations; preferably in the public sector
  • Leadership experience and a proven ability to develop employees and the professional environment
  • Experience with development and change processes
  • Solid experience with budgeting and financial systems and a strong understanding of these systems
  • Strong digital skills, and preferably experience with data-driven decision support
  • Experience with process improvement and the development of effective, user-friendly solutions
  • A relevant master’s degree in economics, finance, or auditing is desirable; solid experience may compensate for this
  • Strong Norwegian language skills, both written and oral

We are responsible for strategic development, sound governance, and efficient operations, ensuring that residents receive quality services today and in the future. The municipal staff consists of two departments: Strategy and Organizational Development, and Finance and Administration. We are responsible for the political secretariat, finance, digitalization, HR, communications, legal affairs and contracts, as well as strategy development and citizen engagement. 

As part of the municipal staff, you will help develop and support the entire municipality. Together, we ensure that Hamar Municipality is a well-functioning and forward-looking organization, both today and in the years to come. You’ll work closely on tasks that matter to the entire municipality and the Hamar community.
