Hamar invests in children and young people. The 12 primary schools in Hamar have delivered very good results over time. Hamar has a continuous intake of children with sufficient places in 17 municipal and 10 private kindergartens. In addition to schools and kindergartens, the municipal area Education and growth also includes child welfare, PPT, outdoor contact, health center and NAV. NAV Hamar provides municipal services such as financial social assistance and refugee services on behalf of the municipality. The municipal area has an operating budget of around NOK 1.1 billion and almost 900 employees. We are now looking for a manager who can help to further develop Hamar as a good place to grow up, live and work.

The municipal manager is the head of the municipal area, and sits in the Municipal Director's management team.
Tasks
- Lead the municipal area with a clear direction, holistic perspective and visible presence
- Overall and comprehensive responsibility for subjects, personnel and finances
- Collaborate closely with the municipal director and the rest of the management team on Hamar's overall development
- Contribute to good service development within their own area, but also across the municipal areas
- Ensure proper and robust operation of the municipal area within applicable laws and regulations, municipal plans and budget
- Ensure good interaction between business and politics - prepare good decision-making bases for elected bodies
- Implement decisions and follow up that the organization delivers in line with political goals and frameworks
- Contribute to strategic social development and qualify the organization for innovation, restructuring and change
- Maintain and further develop trust and good relations with employees, elected officials and the municipality's citizens, including, but not limited to, the public, elected officials and the municipality's residents, also when it comes to the development of the area
- Represent the municipal area in relevant external councils, committees and networks
Qualifications
- Solid leadership experience with management of high-level managers from larger complex organizations with documented results
- Professional background from the municipal area, preferably primary school
- Good understanding and knowledge of other service areas - from kindergarten and school to child welfare, PPT, health centers and NAV
- Professionally updated, and with a good understanding of societal changes and the need to develop the services in a long-term perspective
- Very good knowledge of the municipal sector and municipal services
- Solid management skills, and the ability to lead closely to political processes and politically controlled businesses
- Very good financial understanding, able to document good financial results, and having created sustainable financial operating frameworks over time
- Knowledge of investment projects, experienced orderer and having demonstrated the ability to handle cost changes
- Experience from restructuring and development of complex organizations with documented results
- Good knowledge of digitization and ability to use it as a tool for streamlining and service development
- Experience from collaboration with employee organizations and party cooperation
- Very good written and oral presentation skills
- Higher relevant education, preferably at master's level
