Hamar Municipality is now looking for a service-minded and solution-oriented advisor for its procurement department—a key role in supporting the municipality’s growth through effective and forward-looking procurement!

With procurement totaling several billion kroner over the next four years, you’ll play a central role in securing favorable contracts and sustainable solutions for both Hamar and its partner municipalities. Here, you’ll have the opportunity to work on a wide variety of projects across the entire spectrum of our operations, influence how we approach the green transition, innovation, and social responsibility, and help ensure that the people of the Hamar region get the most value for their tax dollars.
Your main responsibilities:
- Conduct procurements in accordance with the Public Procurement Act and regulations
- Conduct analyses and help realize benefits
- Process and meeting management
- Mentoring and training tasks
- Development tasks within the procurement area
- Assist with contract management and supplier development
- Digitization tasks within the procurement field
Other tasks within the procurement department and the municipal sector’s scope of work may be required.
Who are you?You are an independent and meticulous advisor with a well-organized and analytical approach to your tasks. You enjoy collaborating, have a positive attitude, and take the initiative to improve processes. Furthermore, you are comfortable leading processes and meetings. We also value your curiosity about new approaches to work processes, your openness to change, and your solution-oriented mindset when faced with new needs.
Our new consultant has the following
qualifications:
- Expertise in procurement and/or purchasing. Relevant education from a college or university. Practical experience may compensate for the educational requirement.
- Good ICT skills, particularly in Excel, system administration, and user management.
- Good written and oral communication skills in Norwegian.
- Experience with relevant platforms, such as KGV/KAV systems and e-commerce from Agresso/Visma, is desirable.
- Experience and expertise in public procurement regulations are desirable.
- Experience in contract management is desirable.
- Experience in project and process management is desirable.
Personal suitability will be given due consideration.
