Are you the one?

As HR Manager for the Municipality of Hamar, you will be responsible for the central HR function in one of the largest organizations in the Innlandet region. With nearly 3,000 employees and a wide range of disciplines, services, and professions, you will work on a broad spectrum of HR and organizational issues and help shape how the municipality develops as an organization and an employer.

You will lead a team of experienced advisors and take over an HR function with a strong professional foundation. The role combines strategic HR management and organizational development with an important public service mission.

The HR Manager reports to the Municipal Director of Strategy and Organizational Development and works closely with the municipality’s senior leadership. The workplace is Hamar City Hall.

A strong HR function to build upon
In recent years, the HR department in Hamar Municipality has undergone significant development. A new organizational framework has been established that provides a foundation for leadership, employee engagement, and organizational development. Through initiatives such as a new leadership development program, professional forums for learning and knowledge sharing, and close collaboration with managers and HR staff in the municipal departments, a solid foundation has been laid for future work.


What does the role entail?

As HR Manager, you will have professional, personnel, and financial responsibility for HR and organizational development, and you will play a central role in further developing the HR function in line with the organization’s needs.

You serve as a professional advisor to the municipality’s managers and support efforts related to organizational development, employer-related issues, and strategic HR. Through guidance and support in change and development processes, you help strengthen the organization, foster positive work environments, and build a sustainable leadership culture. You will work with key HR processes such as leadership development, salary negotiations, and the further development of the employer’s role.

Collaboration and dialogue with the municipality’s employee organizations and the occupational safety and health service are an important part of the position. You are able to balance different considerations and interests while building trust, ensuring progress, and finding effective solutions.

We are looking for an HR leader who combines strategic understanding with the ability to get things done, and who can strengthen and further develop HR’s role as a value-adding partner for leaders and the organization. You are a confident and resilient leader with integrity and a clear understanding of your role.

You remain steadfast when issues are complex and interests diverge, while also being pragmatic and solution-oriented. You build strong relationships, see the big picture, and strike a good balance between different perspectives and needs.

As a leader, you foster a sense of security and promote development within your own team. You see the big picture, set the direction, and collaborate effectively across the organization.

We are looking for someone who has:

  • Relevant higher education at the university or college level
  • Solid expertise and experience in HR and organizational development
  • Leadership experience with a proven track record of strong results
  • Strong communication and collaboration skills
  • A good understanding of relevant laws and agreements is desirable
  • Knowledge of public administration is an advantage, but not a requirement
