Would you like to lead the work on security and emergency preparedness at the University of Inland Norway?

The University of Inland Norway (INN) is establishing a new unit for security and emergency preparedness and is looking for a skilled and committed leader for this important work. The unit will take care of tasks within analysis, prevention and operational security, and it will be organized internally in line with this. The goal is to gather and strengthen INN's security work, develop innovative solutions and build a robust security culture for the entire organization.

We face complex challenges such as natural disasters, cyber attacks and pandemics, and are looking for a leader who can combine strategic thinking with operational implementation. An important task will be to contribute to security management becoming part of the overall business management at INN. The role requires solid expertise in security, as well as the ability to work across disciplines such as physical security, cyber security and personnel security.

The newly created management position will have overall responsibility for the unit, including recruitment and personnel responsibility. You will also lead the work with technical security services and develop solutions that protect people, assets and business at our university. We are looking for someone with experience of leading highly competent professional environments, a solid security network and the ability to create results in a complex landscape. Responsibilities and tasks that await you

You will have a central leadership role in a newly established unit with great development opportunities. You will be responsible for building a nationally leading academic environment in security and emergency preparedness for the higher education sector, and contribute to the development of future-oriented technical and structural solutions that support INN's social mission and total defense. Your main tasks will be to:

  • Lead the unit and ensure quality and precision in service delivery.
  • Establish and lead the overall security and emergency preparedness organization at INN.
  • Build an operational emergency preparedness culture and a proactive preventive culture in the unit.
  • Assist in strategic decision-making and development processes within security and emergency preparedness.
  • Develop an overall concept and a clear vision for the security work at INN.
  • Participate in management dialogue and report on their own area of responsibility.
  • Ensure a holistic approach to security work across traditionally separated areas.

The applicant must be able to be present in the security situations that may arise. Other tasks may be added to the position as needed.


Who are you?

We are looking for a strategic and operational leader with solid experience in security and emergency preparedness, who can build strong professional environments, develop innovative solutions and collaborate widely in the organization. Technical understanding and the ability to handle complex security challenges are essential. We are looking for you who:

  • have a relevant master's degree. Particularly relevant experience can compensate for parts of the educational requirement.
  • have experience with digital and/or physical security operations, risk management and preventive security, national security, societal security
  • have experience from management of units in the state, or equivalent experience from the business sector
  • have good oral and written communication and presentation skills in Norwegian and English

It is also desirable that you have technical experience with digital security operations, that you also have experience from intelligence and security, experience with security in the higher education sector and practical experience with software development. It is positive if you have experience with Rayvn or similar crisis support tools.

We are looking for a person with strong professional and personal integrity, who has the ability to handle demanding situations with multiple stakeholders. You must be able to present complex issues in a clear and understandable way, while building and maintaining good relationships. It is important that you can create structure in chaotic and complex challenges, as well as organize both your own and others' work in your field.

The assessment of which candidate is best qualified will be a comprehensive assessment of education, experience and personal suitability, in addition to motivation and other qualification requirements as formulated in the ad text.

The position requires that you must have Norwegian citizenship and hold a valid security clearance for the highest level and be able to be authorized for the level the position requires according to the Security Act § 5-3.
