The unit for school development has a vacancy for a permanent advisor position to coordinate and follow up Innlandet County Council's overall strategy for competence and career development in upper secondary education from September 1, 2026.

About the unit

The unit is part of the section for regional competence development. The section also consists of the adult education unit, the follow-up service unit, the PPT unit and the regional competence development unit. The unit for school development has a total of 10 employees and will support and follow up the development work at the 21 upper secondary schools in Inland Norway. The unit has professional responsibility for continuing education, development work and quality work. In addition, the unit works with analysis work, individually tailored education, education for minority languages and educational use of ICT.

Tasks

  • Have a central role in coordinating and following up Innlandet County Council's overall strategy for competence and career development (SKK) in upper secondary education, in line with national and local goals
  • Contribute to obtaining and systematizing input on competence needs from schools, apprenticeship companies and other relevant actors for use in the action plan work
  • follow up and further develop the county's partnership agreements with universities, colleges and vocational schools
  • prepare and follow up meetings in the cooperation forum, including preparing case documents, and ensure good participation from schools, apprenticeship companies, vocational training boards and the higher education sector
  • manage and allocate state and county grant funds for competence and career development in upper secondary education
  • ensure correct case management, documentation and compliance with regulations related to grant management
  • contribute to ensuring that competence measures support the county's goal of relevant competence, workforce and lifelong learning
  • reporting on the use of funds and goal achievement
  • development tasks within the unit's area of responsibility

Qualification requirements

  • relevant higher education, preferably at master's level in pedagogy or equivalent. Long and solid relevant experience can compensate for parts of the educational requirement
  • relevant experience and good knowledge of upper secondary education, including both academic and vocational courses with apprenticeships, preferably also adult education
  • experience with public administration, grant management or similar regulatory work
  • very good written and oral communication skills
  • good digital skills
