The Department of Sports, Outdoor Recreation, and Physical Activity at Innlandet County Council has a full-time (100%) position available as an advisor. 

About the Position

We are looking for someone who wants to help strengthen the knowledge base for nature and outdoor recreation efforts in Innlandet through work on regional and municipal mapping and assessment of outdoor recreation areas. As a project staff member, you will serve as a key expert resource for the municipalities and help ensure that outdoor recreation areas and access routes are mapped, assessed, and preserved as a foundation for future land management and community development. The position is part of a regional project aimed at strengthening the municipalities’ work on nature and outdoor recreation through guidance, capacity building, and close collaboration with relevant stakeholders.

You will work at the intersection of outdoor recreation, nature management, and land-use planning, and play a central role in the collaboration between municipalities, state authorities, and various professional communities within the county government. The work includes providing technical advice, process guidance, and developing methodologies related to the mapping and assessment of outdoor recreation areas and the planning of access routes.

The position is part of a cross-sectoral collaboration between the professional communities for culture, sports, and outdoor recreation, and community development, and offers a unique opportunity to influence the development of nature and outdoor recreation efforts throughout the Innlandet region.

  • 100% project position with a duration of up to 3 years.
  • Work location: Lillehammer
  • Some travel within the Innlandet region is to be expected. A Class B driver’s license is required.

Job Responsibilities

  • Responsible for mapping large regional outdoor recreation areas and hiking trails in Innlandet
  • Serve as a regional expert resource for municipalities in their work to map and assess outdoor recreation areas
  • Contribute to the planning, development, and monitoring of outdoor recreation corridors
  • Guide municipalities in the use of national methodologies and associated tools for mapping and assessing outdoor recreation areas
  • contribute to the further development of methodologies and working practices within nature and outdoor recreation management
  • collaborate with municipalities, the Norwegian Mapping Authority, the Norwegian Environment Agency, outdoor recreation councils, as well as internal and external professional communities
  • contribute to reporting and documentation related to the project’s objectives and funding
  • contribute to other tasks within the section’s area of responsibility. Other duties may be assigned to the position based on the section’s needs and by further agreement with the section head


Qualification Requirements

  • Possesses a relevant higher education degree in natural resource management, land-use planning, outdoor recreation, environmental studies, geography, or other relevant fields
  • Extensive experience in relevant fields may compensate for part of the educational requirement
  • Excellent collaboration skills and the ability to build strong relationships across professional communities and administrative levels
  • Strong written and oral communication skills in Norwegian


Desired qualifications

  • Experience in advising, mentoring, or collaborating with municipalities is an asset
  • A good understanding of planning and decision-making processes in land-use and community planning
  • Interest in or experience with outdoor recreation, nature conservation, and sustainable land use
  • Experience with project work and, preferably, project management
  • Strong digital skills. Experience with GIS, map data, and digital tools is a plus


About the unit

The Section for Sports, Outdoor Recreation, and Physical Activity works, among other things, to facilitate active lifestyles, quality gathering places, and nature experiences for residents throughout the Innlandet region. Through the administration of grant programs, projects, advisory services, development work, and collaboration with municipalities, volunteer organizations, and other stakeholders, we help strengthen opportunities for physical activity, sports, and outdoor recreation in the county.
