Job Description
Innlandet County Council has a full-time (100%) permanent position available as an advisor in the Regional Competence Development Section. Start date to be agreed upon.
We are seeking an experienced and socially engaged advisor for an important public service role. The position is part of a team focused on the county council’s responsibilities under the Education Act for:
- children and youth living in child welfare institutions
- children, youth, and adults admitted to healthcare institutions
- individuals incarcerated in prisons
You will play a central role in ensuring that students and participants in various life situations receive educational opportunities that are appropriate, equitable, and tailored to their needs, regardless of where they live, their life situation, or their health conditions. The position entails overall responsibility for contributing to the quality and development of the educational offerings, in close collaboration with relevant professional communities and partners.
This is a role for someone who wants to work at the intersection of law, education, and system development. You will encounter complex and professionally demanding challenges, where regulations, professional assessments, and practical considerations must all be balanced. At the same time, the position offers an opportunity to influence and develop services that are of great importance, both for the individual and for society as a whole.

- has a relevant higher education degree and a solid understanding of the Education Act and administrative law
- has experience working with vulnerable student and participant groups or in institutional education

About the position:

Job Responsibilities:
- Ensure comprehensive follow-up of the county government’s responsibilities under the Education Act
- Coordinate and ensure the quality of educational programs for students and participants
- Provide professional support, guidance, and follow-up to schools, institutions, and partners in child welfare, health care, and correctional services
- Provide guidance in assessing prior learning for adult participants
- handle and follow up on individual cases, including the assessment of rights, measures, and accommodations
- develop and refine procedures, guidelines, and systems that ensure good administrative practices in this area
- contribute to cross-sectoral collaboration to ensure continuity, quality, and smooth transitions for students and participants
- prepare professional reports, case submissions, and decision-making documentation
- represent the county government in relevant forums and collaborative structures, including responsibility for quality assurance of classrooms at Mjøssykehuset and Ilseng Prison
- contribute expertise to collaboration with other sections and units within the department
Qualification requirements:
- relevant higher education from a university or college at the master’s level in education/special education, health and social sciences, law, or another relevant field
- a bachelor’s degree and relevant practical experience may compensate for a master’s degree
- good knowledge of the Education Act and principles of administrative law
- Experience working with students and/or participants in vulnerable life situations within institutional education, the correctional system, or related fields
- Experience with complex collaboration and cross-sectoral processes
- Excellent written and oral communication skills
Desired qualifications:
- Experience in school governance, school administration, or system-oriented work in the education sector
- Experience in child welfare, health services, correctional services, or institutions
- Experience with case management in public administration
- Experience translating analysis into advice, guidance, and effective measures
- Experience with interdisciplinary collaboration
