The Property Department, Cleaning Section in Innlandet County Council has a vacancy for a 100% permanent position as Area Manager starting 01.08.26. or by agreement.
About the unit
Innlandet County Council has a centralized property management. The property department is responsible for ownership, management, operation/maintenance and cleaning of the county's owned building stock of approx. 400,000 m2, where the majority of the building stock is upper secondary schools.
The cleaning section consists of section managers, area managers, cleaning consultants, leading cleaners and cleaners, in total a section with approx. 200 employees.
We are looking for a new area manager in area 2 (Elverum/Trysil/Easterdalen) with overall responsibility for both personnel and operations at the following locations:
- Elverum upper secondary school
- Trysil upper secondary school
- Storsteigen upper secondary school
- Nord-Østerdal upper secondary school
- Tynset dental clinic
- Alvdal dental clinic
- Stor-Elvdal dental clinic
- Åmot dental clinic
- Elverum dental clinic
- Trysil dental clinic
The area manager is responsible for cleaning the county council's property portfolio and has overall personnel responsibility for cleaning staff in their area. The position also includes responsibility for HSE, professional quality and continuous development of the service. Key areas include skills development, use of NS-INSTA 800 and implementation of modern cleaning methods.

The Area Manager reports to the Head of Cleaning and is expected to actively participate in interaction and internal processes across the Property Department.

Tasks
- Lead and develop the cleaning service in the area, including organization, distribution of tasks and quality assurance.
- Personnel, professional and financial responsibility for the area
- HR and HSE follow-up
- recruitment and temp management
- competence development for senior cleaners and cleaners
- responsibility for cleaning plans and cleaning quality according to NS-INSTA 800
- Use of relevant management and support systems (HR, HSE, finance and FDV systems such as ISY).
- Digital follow-up, including training and guidance in digital cleaning tools.
- Reporting and documentation to the head of the cleaning section.
- Interaction and coordination with operations and maintenance, the businesses and other area teams to ensure comprehensive services and a good flow of information.
- Contribute to construction projects by assessing future-oriented cleaning-friendly solutions, choice of materials and room plans.
- Much travel must be expected to all county enterprises in the area.
New and other tasks may be added.
Qualification requirements
- Professional certificate in cleaning, service, property management or equivalent subject area.
- Documented management experience with personnel responsibility, preferably from a cleaning or operations-related business.
- Driver's license class B and the ability to travel between businesses in the area.
Desired qualifications
- Relevant management education in management, organization, HR or equivalent subject area.
- Experience with quality assurance in cleaning, including the use of NS-INSTA 800 and digital cleaning tools.
- Experience with HR, HSE and financial follow-up, including budget work and the use of relevant support systems.
- Knowledge of cleaning work in school operations or other large buildings, as well as experience from multicultural work environments.
