The Transportation Department/Road Section, Operations Unit, has a full-time (100%) permanent position available as a construction manager for an operations contract.

About the Unit

Innlandet County Municipality is a key player in community development in the Innlandet region. We have been tasked with building a modern, forward-looking, and flexible organization capable of effectively fulfilling our mandate as an active community developer.

  • The Road Section of the Transportation Department in Innlandet is responsible for the operation and routine maintenance of approximately 7,000 km of county roads, including bridges and tunnels, major repair projects and resurfacing, the construction of roads and pedestrian/bicycle paths, and the operation of the Randsfjord Ferry, among other things.

This position is part of the Operations unit, which is responsible for the following deliverables:

  • Professional, high-quality operation of the road network, ensuring good and safe accessibility, including emergency and corrective maintenance.
  • Condition-based maintenance planning, including inspections, asset and condition assessments.

About the Position

  • 100% permanent position
  • work location: Hamar
  • The position will involve some travel
  • The successful candidate will be assigned a job code based on the requirements of the position, education, and experience, in accordance with applicable laws and collective bargaining agreements

Job Responsibilities

  • Participate in the preparation of bidding documents and the bidding process
  • Plan operations and maintenance measures on county roads within the contract area
  • monitor the contractor’s work, including handling technical clarifications and changes, as well as following up on continuous improvement in the execution of the contract’s processes
  • develop effective inspection plans, conduct spot checks on work performed by the operations contractors under the contract, and document and report inspection results
  • enter and process data in the NVDB
  • ­serve as the HSE coordinator and assume responsibility for HSE within the contract area
  • be responsible for and place a strong emphasis on reporting on HSE, quality, progress, and finances
  • finalize and document implemented measures
  • ­Maintain contact with municipalities, landowners, neighbors, and other affected parties
  • ­Maintain close contact with internal and external partners and actively promote good collaborative relationships within the contract area
  • You must be prepared to travel from home to conduct inspections during special incidents

Qualification Requirements

  • Hold a relevant degree from a technical college, university, or college
  • If you have extensive and relevant experience and possess the personal qualities required for the position, we may waive the educational requirement
  • Have extensive relevant practical work experience, at least two years
  • Class B driver’s license
  • Communicate well in Norwegian, both in writing and orally. Minimum level C1 (CEFR).
  • The county government is subject to the Security Act. The position may involve access to information protected under the Security Act. The successful candidate must be eligible for a “LIMITED” security clearance. Security clearance is granted in accordance with the Security Act and the organization’s security regulations.
