Description

The Transport Department in Innlandet County Council has a vacancy for a permanent position as a lawyer, starting as soon as possible. The position is located in the staff.

The position involves close cooperation with various professional environments.

About the unit

The Transport Department is responsible for the operation, development and management of approx. 7,000 kilometers of county roads, and public transport in Inland. The area of responsibility is large, and includes both strategic planning, exercise of authority and operational follow-up of services that are crucial for the citizens' everyday mobility and the business community's transport needs.

The staff will assist the Head of Transportation in supporting, coordinating, developing and ensuring the management and leadership of the transportation department. The staff has overall responsibility for legal affairs, communication, public safety and emergency preparedness, corporate governance - finance, quality, internal control and risk management.

We are primarily looking for you who are a skilled and experienced lawyer, and who want an interesting and exciting position in the county's transport department. New graduates are also encouraged to apply.

About the position

The position is located in the staff of the transport department. The staff consists of 17 people, with a legal team of four people in total.

  • 100 % permanent position.
  • The place of work is primarily Lillehammer, but Hamar and Gjøvik may also be possible places of work.
  • The start date is as soon as possible.
  • The person appointed to the position will be placed in a position code depending on the requirements for the position, education and experience, cf. legislation and agreements.

Tasks

You will be a key person in legal advice within regulations for public transport, procurement according to the supply regulations, and contract follow-up of construction, consultancy and public transport contracts, EU law and privacy.

There may also be opportunities to work in other legal areas, such as planning and building law, procurement, tort law, road law, administrative law, property law, etc.

Design and quality assurance

  • Draft and quality assure agreements and make legal assessments
  • Contribute to the department's compliance with applicable laws and regulations

Project support

  • Advice in transport projects and interdisciplinary processes
  • Contribute with legal assessments for planning, implementation and operation within the department's areas of responsibility

Strategy and competence development

  • Contribute to the development of internal routines, guidelines and management systems
  • Training in relevant legal areas in the department

Desired qualifications

  • You are cand.
  • You preferably have experience with contract follow-up of construction, consultancy and collective contracts and regulations for public procurement. Alternatively, you wish to work within these fields.
  • You preferably have experience in one or more of the other legal areas in the transport department.
  • You have good written and oral presentation skills.
  • You have the ability to work both independently and in a team.
