JOB DESCRIPTION.
As Head of Office, you will report directly to the Head of the municipality and will be part of the department's management team along with 6 other heads of function. You will lead a team consisting of the municipal secretary, registry, investigator and communication strategist.
You are responsible for ensuring efficient and legally secure case management from preparation to decision-making and communication, and act as a central link between the civil service organization and the political leadership.
Your responsibilities will include:
- Operational, staff and budgetary responsibility for the Office
- Overall responsibility for case and document management and for the registry and archives
- Management of the municipality's investigation work and preparation of decision-making documents
- Coordination of consultation statements and quality assurance of the case process
- Strategic responsibility for internal and external communication
In addition, it includes:
- Whistleblowing function and ensuring legal certainty
- Development of democracy and influence issues, such as citizens' dialogues
- Responsibility for the municipality's work as an administrative municipality for Sami languages (Northern Sami and Lule Sami)
- Development of the municipality's place brand in close collaboration with businesses and industry
- Strategic communication that supports both organizational goals and citizens' needs
- Planning and implementation of elections in the municipality
QUALIFICATIONS
We are looking for people who
Have an academic degree in political science, law or other relevant field, and experience working in a politically governed organization.
You are a confident and development-oriented leader with the ability to combine structure, strategic thinking and good collaboration skills. You are used to working closely with political leaders and have a good understanding of municipal decision-making processes.

- You communicate clearly and pedagogically, both internally and externally
- You have the ability to see the big picture and create structure in complex contexts
Knowledge of Sami culture and language is an advantage.
Form of employment: Permanent employment.
