WORK DUTIES Together with the municipality's existing social planning strategist, you are responsible for the municipality's work with general planning. In close collaboration with the municipality's existing community planning strategist, you will initiate, lead, develop and coordinate municipality-wide development work linked to community planning. The position involves work with overarching issues in various areas of civil engineering such as general planning, environment, climate, water, regional development issues, infrastructure, rural development, housing provision, program work and projects. Furthermore, it includes responding to referrals, preparing political decisions and supporting several functions within the municipality, especially land and development engineers, planning architects and building permit administrators. It also includes running and leading municipal-wide processes that involve several administrations and providing decision-makers with qualified decision-making materials. The community planning strategist must conduct an active citizen dialogue, monitor developments in the outside world and represent Kiruna municipality within the work area in various networks and in contacts with business, authorities and organizations. An important part of the work is working with strategic land issues and managing various land interests. QUALIFICATIONS You have academic training in community planning, physical planning or other training that the employer deems suitable and several years of professional experience in the field. You have knowledge of and experience with overview planning. Good knowledge within the social construction process such as e.g. urban planning, physical planning, community planning or community building from municipal work is desirable. Experience of working with overall planning projects and investigations as well as experience of and understanding of the meaning of working in a politically controlled organization are meritorious. You feel familiar with PBL and other relevant legislation. You have good digital maturity and knowledge of GIS software as well as good knowledge of Swedish and English, both spoken and written. It is advantageous to have experience of working with land supply issues such as land purchase. In the position, we value that you as a person are humble and unprestigious with a good ability to think outside the box. You are structured and have good potential to see connections and larger contexts and can translate this into practical action to achieve the intended result. You need to be persistent, prone to change and goal-oriented. Furthermore, good communication and collaboration skills are of utmost importance. To thrive in the role, you need to like working in a project-oriented manner and be used to structuring and planning your own tasks. The role involves planning work at a strategic level and your ability to take your own initiative, look up and plan long-term is a prerequisite for success in the work.
