The Kiruna Municipal Group is now seeking a system administrator for the Unit 4 Agresso business system and a controller for the Capital of Culture initiative.
The municipal group uses the Unit 4 Agresso business system. This group-wide system is currently used by approximately 900 users across 7 clients (Kiruna Municipality, its wholly-owned subsidiaries, and the Lapland Municipal Association). The system is integrated with other systems, front-end systems, and payment processors. To maintain operations, provide training, and ensure the future development of the financial/business system, we need to strengthen our organization.
Kiruna has been designated the European Capital of Culture for 2029 and needs to hire a controller to handle financial monitoring and reporting to the committee and external stakeholders.
The position is based in the municipality’s finance department, which consists of staff in procurement, financial administration, controlling, budgeting, monitoring, and reporting.

JOB DUTIES
The position is divided into two main areas: 50% Controller for the Capital of Culture and 50% System Administrator for the Unit 4 Agresso business system.
As a system administrator for the financial system, you will lead and participate in projects related to the system’s development. You will be responsible for user documentation, conduct training sessions, and serve as first-line support/user support. You will troubleshoot and ensure that any issues that arise are resolved. Your responsibilities will also include maintaining approval workflows, access permissions, registers, and maintenance parameters. You will work closely with both the municipality’s IT department and the system vendor, Unit4 Agresso. A major focus will be on digitizing and automating processes.
As a controller for the Municipality of Kiruna, you will be part of the municipality’s central financial management unit and will provide financial support to the Capital of Culture Committee. You will be responsible for budget planning, financial monitoring, and annual financial statements in close collaboration with department heads and operational managers.
The role involves analyzing financial outcomes and results, as well as developing and refining models for resource allocation and monitoring. You will participate in the preparation of interim reports and the annual report, and serve as a presenter on financial matters before political bodies. As a controller, you will also serve as a qualified support in day-to-day financial operations.
In addition, you will help strengthen financial expertise by participating in internal training sessions and informational meetings.
QUALIFICATIONS
We are looking for someone with a post-secondary education in IT or finance, or who has practical experience working with Unit4 Agresso, as well as experience working as a controller or in a similar role. You have knowledge of and an interest in finance, financial processes, and accounting matters. It is advantageous if you have a good understanding of and experience with the operations of a municipality and its municipal companies.
You must be able to handle and enjoy managing multiple tasks simultaneously. It is therefore important that you are organized and able to reprioritize as needed. You thrive when working both independently and as part of a team. Since you will be the public face of the organization, it is important that you enjoy speaking in front of others and are skilled at maintaining contact with suppliers, external parties, and within our own organization. Since you’ll be working in support, it’s also important that you have a knack for teaching. Great emphasis will be placed on personal suitability.
