The purchasing unit currently consists of four people and is a unit within the finance department of the municipal management administration. The purchasing unit coordinates and carries out procurement of goods, services and contracts for the municipality's operations, often in collaboration with the rest of the municipal group. WORK TASKS As a procurement officer, you will coordinate and plan the work of organization- and group-wide procurements and, on assignment, also in business-specific procurements. The work includes continuous updating in current legislation. The Procurement Officer will be a resource and support to administrations and companies and will be responsible for information and training initiatives for designated authorized purchasers, purchasing coordinators and reference persons. Your duties will include, among others: - Independently plan, project manage and execute procurements - Creating agreements, framework agreements and contracts - Follow-up of concluded contracts - Assisting administrations and companies with legal support linked to procurement - Be involved in developing and streamlining the municipality's procurement activities Together with your colleagues, you will be highly involved in our ongoing development work, which includes developing and introducing a municipality-wide purchasing organization and introducing e-commerce in the Kiruna municipal group. QUALIFICATIONS We are looking for you who have a post-secondary education in e.g. economics, law or IT / technology, or a YH education in procurement and purchasing. You may also have acquired the necessary knowledge through relevant professional experience that the employer considers equivalent and suitable for the role. You have a very good command of the Swedish language, both spoken and written, as the work involves many internal and external contacts and being responsible for creating and producing high-quality reports and decision-making documents. The position requires that you have a good command of the various parts of the Office package and have very good knowledge of Excel. It is an advantage if you have good knowledge of LOU and other relevant laws and regulations. We would like to see that you have experience of contract and supplier follow-up and are used to working with support systems for procurement, finance and the Office package. If you have previously worked with procurement in a politically controlled organization, we also see that as an advantage. As a person, you have a trusting manner and an ability to create good, long-term relationships. You are analytical and have the ability to work independently, as analysis, review and follow-up are common elements of the work. The work involves many interfaces where you interact with both internal and external parties, which means that you should also have good collaboration skills. You are communicative and can express yourself pedagogically and well in speech and writing. We attach great importance to personal suitability. A probationary period may be applied.
