Kiruna Municipality is in a unique phase of development where major investments, ongoing societal transformation, and future-oriented initiatives place high demands on a professional and business-oriented purchasing and procurement operation. Our current Purchasing Manager plans to retire, and we are now seeking a dedicated and development-oriented Purchasing Manager who wants to lead our purchasing unit and help ensure good deals for Kiruna’s residents.

JOB RESPONSIBILITIES
As Purchasing Manager, you will be responsible for the municipality’s central purchasing and procurement function. You will lead a team of four procurement specialists and one purchasing and contract controller, and you will have overall responsibility for developing, managing, and ensuring the quality of the municipality’s work in purchasing, procurement, and contract management.
You play a key role in creating the conditions for effective, sustainable, and business-oriented purchasing that contributes to the operations’ goals and the municipality’s long-term development.
Job Responsibilities:
• Lead, allocate, and develop the work within the municipality’s procurement function
• Be responsible for personnel, workplace safety, and operational matters within the unit
• Be responsible for the municipality’s strategic development in purchasing and procurement
• Ensure that procurement processes are conducted in a legally sound, business-oriented manner, and in accordance with applicable legislation
• Provide support to managers and departments on strategic purchasing and contract matters
• Develop working methods, governance, and processes within the purchasing area
• Drive efforts related to category management, contract monitoring, and purchasing analysis
• Represent the municipality in external contacts and collaborative forums
Start date to be agreed upon. The position is a permanent appointment combined with a fixed-term management contract.
QUALIFICATIONS

Demonstrates clear and confident leadership, along with the ability to foster and maintain job satisfaction, engagement, structure, and professional development within your team. You are strategic, business-minded, and have a good understanding of how a professional procurement function contributes to operational benefits and sound financial management.
Qualifications
• Relevant college degree in, for example, law, economics, public administration, or another field deemed equivalent by the employer
• Several years of experience in specialized work within public procurement/strategic purchasing
• Experience in team leadership or managerial roles
• Strong knowledge of the Public Procurement Act (LOU) and related regulations
• Excellent ability to express yourself verbally and in writing in Swedish
Desirable Qualifications
• Experience in municipal operations or another politically governed organization
• Experience in change management and business development
• Experience in establishing or developing strategic procurement processes
• Experience in category management or procurement analysis
