The HR department works to develop and support the municipality’s operations in areas such as leadership, workplace environment, talent acquisition, labor law, compensation, and digital HR processes. We are now looking for a systems administrator who wants to help ensure that our HR and payroll systems operate efficiently, in compliance with the law, and in alignment with our operations.

JOB DUTIES
As a system administrator, you will work alongside a colleague on the management, development, and quality assurance of the municipality’s HR and payroll systems for the Kiruna municipal group, which includes Kiruna Municipality, municipal companies, and municipal associations.
In this role, you will be responsible for ensuring that the systems function efficiently and that the information within them is accurate and up-to-date. You will work closely with HR, the payroll department, managers, IT, and system vendors, and play a key role in translating the organization’s needs into functional system solutions. You will be responsible for advancing work in areas such as process development and the implementation of AI.
Your primary responsibilities include:
• System administration, development, and quality assurance of HR and payroll systems
• GDPR compliance for the department
• the department’s information security efforts
• administration and monitoring of access permissions and roles
• managing tables, registers, and system settings in accordance with laws, agreements, and business needs
• planning and executing system upgrades in collaboration with IT and vendors
• Preparing reports, statistics, and decision-making documentation
• Importing and exporting files, statistics, and integrations
• User support, troubleshooting, and assistance for managers and users
• Providing information, training, and advice on system functionality
• Participation in development and improvement initiatives within the HR field.
This position involves a high degree of independent responsibility and extensive interaction with various stakeholders, where you will serve as a specialist in your field.
QUALIFICATIONS
We are looking for someone who has:
• post-secondary education in systems administration, HR, payroll, IT, or other education deemed equivalent by the employer
• experience working with HR, personnel, or payroll systems
• a solid understanding of systems administration, data quality, and administrative processes
• strong digital skills and the ability to work in multiple system environments simultaneously
• strong verbal and written communication skills in Swedish.
The following are considered a plus:
• experience with Personec P or a similar payroll system
• experience with access rights management and integrations
• experience with statistics and report management
• experience working in the public sector or a politically governed organization
• knowledge of payroll processes, collective bargaining agreements, and labor law regulations
We expect you to have strong analytical skills and to work in a structured manner with a focus on quality. You can identify discrepancies, draw relevant conclusions, and ensure high quality in documentation, processes, and systems. You work independently, plan and prioritize your work effectively, and drive tasks forward even when multiple activities are underway simultaneously.
You are service-oriented, build strong relationships, and provide professional support to managers, colleagues, and users. You collaborate well with various departments and have the ability to explain technical and administrative processes clearly and in an accessible manner, tailored to the recipient’s needs.
You are development-oriented, identify opportunities for improvement, and actively contribute to the development of work methods, systems, and processes while staying up to date on changes in the external environment.
