We are looking for an HR advisor who will take clear professional responsibility for the administration of legislation and agreements, salary negotiations and restructuring.
We want to recruit an experienced and confident employee with main responsibility for the employer area, especially in the administration and practical use of legislation and agreements in the municipal sector.

In this position, you will have important tasks related to the planning, preparation and implementation of local negotiations. You must follow up on changes in legislation, agreements and regulations so that the organization complies with current requirements at all times. You will also be responsible for maintaining the municipality's delegation regulations and be a driving force for the further development of good and professional HR processes.
Løten municipality is facing several important restructuring and development processes, including a new joint primary school and a new secondary school. We are therefore looking for someone who combines good process expertise with structure.
The position of advisor is located in the staff unit Organization and Development, which is responsible for HR, personnel management, citizen service, communication, document management, ICT security and development work. Organization and Development is a strategic partner for the management of Løten municipality.
Duties
- Manage and implement KS' Main Agreement, Main Collective Agreement and special agreements in practice. In addition, you will follow up on changes in legislation and agreements in the HR area and ensure the necessary adaptations in routines and guidelines.
- Provide advice, training and support to managers on employment law issues, party work and practical HR management
- Plan, conduct and evaluate local salary and other negotiations
- Build and maintain good relationships with employee representatives and employee organizations, and ensure orderly discussion and negotiation processes
- Quality-assure the basis for decision-making and documentation in change and restructuring processes, including risk assessment, consequences and co-determination
- Be responsible for the maintenance and management of the municipality's delegation regulations, in close dialogue with relevant professional environments
- Contribute to the development, improvement and maintenance of relevant HR processes and routines
- Follow-up and case management within the HR profession based on tasks assigned to you by the manager
- Prepare and quality-assure HR-related case reports for administrative and political processing

Qualifications
You MUST have:
- Significant experience from the public sector, preferably municipality, in a similar role
- Experience from local salary negotiations and management of salary policy
- Relevant education at bachelor level in HR, administration or legal subjects
- Very good and updated expertise in legislation and agreements in the municipal sector, especially within KS' agreement area
- Experience from party and employee representative cooperation and management of working life's "rules of the game"
- Good operational understanding of labor law, administrative law and other relevant areas such as the Local Government Act and data protection
- Very good written and oral presentation skills in Norwegian, with high precision, structure and accountability
- Good digital skills
It is an advantage with understanding of, and preferably experience from managing, a delegation regulation
