Østre Toten municipality is looking for a committed and professionally skilled/strong advisor who wants to help further develop kindergarten services where quality, professional collaboration and the best interests of children are at the center.

Facts about the position:

As an advisor, you will be involved in strengthening professional environments, conducting development work, leading networks and building common values across municipal and private kindergartens.

The kindergarten service area includes six municipal and six private kindergartens. The municipality has a dual responsibility: as a kindergarten owner for the municipal kindergartens, and as a kindergarten authority with supervision and guidance responsibility for both municipal and private kindergartens. In addition, the service area manages the calculation and payment of municipal subsidies to private kindergartens. The supervision work is carried out in collaboration with Vestre Toten municipality.

Tasks:

As an advisor, you will be jointly responsible for developing the kindergarten area in Østre Toten municipality.
This involves:

• Joint responsibility for the professional development of the kindergarten service area.
• Further develop the kindergartens in line with legislation, national guidelines and the municipality's strategies and plans.
• Contribute to change and development processes that strengthen quality, efficiency and sustainability in the service.
• Co-responsibility for follow-up and development of a good working environment.
• Co-responsibility for exercising the role of kindergarten authority with responsibility for approvals, supervision, guidance and quality follow-up of both municipal and private kindergartens.
• Ensure good user involvement and interaction with parents, employees, managers and other partners.
• Participate in interdisciplinary and cross-sectoral work.
• Case management.
• Nursery admissions.
• System manager for digital professional systems.
• Professional responsibility for apprentices in the child and youth worker profession.

Qualifications:

Requirements:

• Completed kindergarten teacher education (bachelor) from a university college or university.
• Good knowledge of the Kindergarten Act, the framework plan for kindergarten content and tasks, as well as other relevant regulations.
• Ability to work strategically, analytically and purposefully in a politically controlled organization.
• Good written and oral presentation skills in Norwegian.
• Good digital skills.

Desirable requirements:

• Competence in process management.
• Competence in guidance, development work and quality development in kindergartens.
• Experience with service innovation and change processes.
