Stange municipality, with its approximately 22,000 inhabitants and central location, is an important driving force for development in Inland Norway. We are now looking for a buyer within the finance department.
The finance department consists of 17 employees in the areas of accounting, budget, payroll, collection and purchasing. We use Mercel as a competition implementation tool (KGV) and contract and administration tool (KAV). We have implemented Unit4's e-commerce solution. Procurement in Stange municipality is centralized, and by working with us you will be able to gain insight into the municipality's diverse service production. Stange municipality has a cost-effective service production, with an operating budget of approximately NOK 2.3 billion, and an investment budget of approximately NOK 300 million.
The positions are currently part of the budget section and report to the budget manager. As our new buyer, you are ambitious, fearless and have a desire to use your expertise in a proactive and advisory role to achieve the organization's goals. You are service-oriented, analytical and have good collaboration skills. You are professionally skilled in combination with being sociable and educational. Tasks
- Conduct procurements from A to Z
- Guide colleagues in procurement processes and contribute to competence development
- Follow up contracts and ensure that the agreements are used and have the desired effect
- Contribute to innovation and sustainable procurement
- Work with procurement strategy, routines and templates
- Collaborate closely with the organization, suppliers and other public actors
Qualifications
- Have relevant education, preferably in economic, administrative or legal fields
- , administrative or legal disciplines
- Experience from purchasing/procurement from the public sector is an advantage
- Knowledge of digital competition implementation tools
- Has an interest in regulations, processes and good procurement routines
- Is analytical, flexible and enjoys being an advisor
- Has good communication skills
- Enjoys working both independently and in a team
Knowledge of the Mercell system is desirable, but not a requirement.
