Are you the one? Umeå municipality wants to grow sustainably and strengthen environmental and sustainability work in the municipality.
We are now looking for an employee for the environmental and health protection department at the urban planning administration, with a focus on digitization and development.
The Environmental and Health Protection Department is divided into four units with a total of about 75 employees and consists of, among other things, environmental inspectors, alcohol officers, environmental investigators and advisers. The employees have a wide range of different educational backgrounds and skills.
We are currently implementing many digitization projects to develop our operations and our case and advisory processes, such as e-service management and the use of open data through PowerBI. We therefore need to strengthen the department with you who have knowledge and experience of working with digitization and IT / system support!
Your tasks
As a business developer with us, you will have a key role in the digital transformation that the Environment and Health Protection is facing. You will act as the department's expert support in digitization and IT / system support issues and act as a bridge between business and IT. Your task includes ensuring that the business receives technical support that meets the needs of the business and users and fits into the existing technical environment.
The tasks will include, among others:
supporting the business in change efforts to achieve set objectives, e.g. in the implementation of new solutions or other tasks related to digitalization.
developing work on open data for transparent processes and internal monitoring
leading and participating in projects, such as developing web platforms and working methods, procuring new systems and developing e-services
being an object specialist and system manager of the ECOS case management system
identifying, analyzing and improving processes with a view to improving quality and increasing customer value in the activities of the department and the administration
be part of the management team of the department.
About you
We are looking for you with a genuine interest, commitment and desire to drive the digital transformation of the spatial planning process. You have a degree in a behavioral science program with a focus on IT environments, systems/computer science, informatics or other university/college level education that the employer considers relevant to the position. We would like you to have knowledge of, for example, JavaScript, SQL, Python or other scripting languages.
It is an advantage if you have experience of;
working with statistical analysis software such as R or SPSS
designing and managing databases such as MS SQL server
working with geographical data in, for example, QGIS or MapInfo
case management system ECOS or equivalent
project management or participation in various projects, feasibility studies or investigations
environmental and health protection.
As a person, you are organized, solution-oriented, curious and have a service-oriented attitude. You take initiative and are self-motivated in your work. Furthermore, you are clear in your communication and have a trustworthy manner towards those you meet internally and externally, such as IT and other departments/stakeholders. You have good pedagogical skills and good ability to express yourself in speech and writing, both in Swedish and in English. We attach great importance to your personal qualities.
