The increased growth means increased operating costs and many large investment projects as a result, and the finance function's employees play a central role in this. The finance function in Umeå municipality has about 75 employees led by a finance director, 6 finance managers and 3 process managers. The budget unit belongs to the City Management Office, which works on behalf of the Municipal Board. The unit consists of five controllers who work overall with the municipality's budget, investments, analysis and financial monitoring/reporting. Your tasks You will have two main responsibilities, one of which is to be responsible for the municipality's overall parts of the planning process for investments. The work relates to everything from planning to decision support for politics. The responsibility also includes developing the content of the process with, among other things, analyses, documentation, and the design of the various steps in the municipality's annual planning process. You will work closely with the relevant financial functions in the administrations. The second area of responsibility is to be the controller for the election committee and four committees that Umeå municipality has together with various neighboring municipalities. As controller, your tasks are day-to-day accounting, financial statements and budget. You support the heads of operations in their planning and follow-up. The role includes being a rapporteur in each committee, which means that on a regular basis you report on financial issues in each committee. In addition, you are involved in various forms of development work, both municipality-wide and activity-specific. About you We are looking for you who have a master's degree in economics or other relevant college/university education with an economic focus. You have several years of experience working as an economist or controller in a large organization. We would like you to have very good knowledge of Excel and good knowledge of the Office package's other applications and other types of financial or follow-up systems - for example Hypergene, Visma or similar. You have good experience of expressing yourself in writing. We would like to see that you also have experience of working with system and model development. Your personal qualities are important and to succeed in the role we want you to be communicative, take your own initiative, be self-driven, thorough, structured and have good analytical and pedagogical skills.
