The municipality is a politically governed organization in which the municipal executive board governs, leads, coordinates, and oversees the municipality’s operations and finances. The Umeå municipal group comprises the municipality and its wholly and partially owned subsidiaries. Umeå Municipality is organized into the municipal executive board, 14 committees, and 9 administrative departments. Through its holding company (Umeå Kommunföretag, UKF), the municipality owns a total of 31 companies, of which nine are wholly owned and six are partially owned, along with their subsidiaries. The largest companies are the housing company AB Bostaden in Umeå, the energy company Umeå Energi AB, and Umeå Vatten och Avfall AB. 

At the turn of the year 2025/2026, the Umeå municipal group had total assets of approximately 31 billion (mdkr), and the municipal group’s revenues—including tax revenues, general government grants, and equalization payments—amounted to approximately 15 mdkr. The municipality had a population of 135,273, and the municipal group employed 13,407 people.

The Accounting Unit is part of the Finance and Governance Department within the City Executive Office, which serves as the administrative arm of the Municipal Council. Staff in the Accounting Unit work on municipality-wide accounting and reporting processes. This includes preparing the municipality’s interim report and annual report, including the municipal group’s consolidated financial statements. Much of this work is carried out in close collaboration with the Budget Unit. The Finance and Governance Department also includes the Coordination and Governance, Finance, and Procurement and Purchasing units. The department comprises approximately 50 employees led by a Chief Financial Officer and five process managers. 

Our mission is to support municipal leadership (including the Municipal Executive Board and the City Council) with relevant and adequate decision-making information in the financial area. Our mission is also to provide, develop, and manage structures, systems, and processes for financial operations.

We are now looking for a key player to join our team as a controller specializing in accounting. Are you the person we’re looking for?

Your responsibilities:

In this role, you will handle standard tasks related to municipality-wide accounting, financial management, and reporting, which may include:

Accounting and reporting for simplified reports, interim reports, and annual reports. This includes, for example, reconciliations, year-end closing, monitoring of personnel data and personnel-related entries, as well as analysis and monitoring of financial information. 

Conducting investigations for the municipality and the municipal group (in areas such as finance and corporate governance, internal control, and tax matters), as well as investigating accounting issues, questions, and supporting documentation within the planning process, and reviewing structures and information.

The role may also involve driving development in monitoring and reporting, accounting, corporate governance, and internal control in collaboration with others.

The role may also include analyzing the implications of strategic directions and ownership issues within the financial sector from a municipal group perspective, both in the short and long term.

Close collaboration, ongoing communication, and dialogue with representatives from operations, companies, and external parties are key aspects of this role.

About You

We’re looking for someone who is passionate about accounting issues. You are highly self-motivated and driven by the desire to develop accounting and reporting practices.  

You are a down-to-earth person who is happy to contribute your own ideas and thoughts and enjoys working proactively on development.

You have several years of experience working in a large organization or corporate group, performing specialized financial work in the areas of accounting and consolidated financial reporting. You also have several years of experience with complex issues in finance and corporate governance, consolidated financial reporting, tax and VAT matters, year-end closing, interim and annual reporting, as well as experience working with financial management systems and consolidated financial reporting systems. You have a good command of the Microsoft Office suite.

We are looking for someone with a degree in business administration or an equivalent education as determined by the employer.

Your personal qualities are very important, as the role of controller plays a key function in our team. You are dedicated and a good team player. You are skilled at communicating with others and are accustomed to collaborating with and developing others. You are eager to share your knowledge and view collaboration as the key to success. In dialogue with various stakeholders, you are responsive and approachable.

You have a strong understanding of financial matters, accounting, and applicable legislation, and you have the ability to see the big picture in the accounting and reporting process. You are driven by ensuring high-quality accounting through continuous improvement.

You have a strong ability to lead yourself and others. You possess strong analytical skills, critical thinking, and the ability to weigh different perspectives and identify partial explanations. We are looking for someone with a structured approach to work who can reprioritize when necessary.
