This is a newly created key role in which you will work closely with the City Manager and the political leadership and have a significant opportunity to influence the municipality’s development. 

The City Executive Office is the municipality’s central management and development function, responsible for governance, coordination, and strategic development. You will have operational and strategic responsibility for certain overarching areas within the administration and will work in close collaboration with other managers within the City Executive Office.

About the Job

You will serve as a department head responsible for establishing and leading a newly created department. The role involves building, shaping, and developing the department’s operations, functions, and staff in the following areas:

  • staff and investigative functions,
  • legal affairs,
  • municipal secretariat,
  • city archives,
  • elections and guardianship services.

The role also entails functional responsibility for the whistleblower function and for data protection, as well as coordinating efforts within the Umeå region. You will work closely with senior management and governing bodies and have overall responsibility for leading and developing operational support. The role also includes representing the municipality and coordinating certain regional collaboration forums.

As Deputy Administrative Director, you report directly to the City Manager. You support and stand in for her, and serve as a key link between political leadership and operational activities. You also play a key role in the administration’s strategic planning and development.

Working closely with the City Manager, political leadership, and the administration’s managers, you create the conditions for effective coordination, efficient decision-making processes, and clear progress. You will serve as a bridge between the City Executive Office and other administrative departments and work to ensure effective collaboration on city-wide issues. You will also actively contribute to the continued development of the organization and its quality assurance efforts.

We are looking for someone who has:  

  • an academic degree in a field relevant to the position, such as political science, economics, law, public administration, or equivalent,
  • management experience, preferably with experience leading other managers,
  • experience leading and driving change and development initiatives,
  • several years of experience in municipal, regional, or state government operations, as well as a good understanding of board or committee processes,
  • solid knowledge of investigative work, governance processes, and public law,
  • the ability to translate political goals and decisions into practical action and to ensure results through systematic follow-up.

The position is security-classified and requires Swedish citizenship.
