The elderly care administration in Umeå municipality works for safe and secure elderly care. The administration consists of four business areas as well as support functions in digitization, finance, HR and staff. Read more about elderly care here: Elderly care - Umeå municipality Civil preparedness is a growing area with new decisions at state and municipal level. According to proposals, new provisions will also be introduced in the Health Care Act on 1 January 2026. There is also a need to strengthen crime prevention work around crimes that affect the elderly. We are therefore looking for a development manager for the staff with a focus on civil preparedness and crime prevention. The position is newly established and reports to the Permanent Secretary. Your tasks Your main responsibility is to lead, coordinate and follow up the work on civil preparedness within the elderly care administration and its activities. You are also responsible for leading, coordinating and following up the administration's crime prevention work. Among other things, you will: Lead the implementation of the municipality-wide Systematic Continuity Management (SCM) project within your own administration and participate in the reference group at the municipality-wide level. Carry out continuity planning and risk and vulnerability analyses in the administration's operations. Drive the development of the administration's crisis and war organization and ensure that the necessary plans exist, are known and are practiced. Drive and develop the exercise work internally and be the local exercise leader for the administration in the municipality's local cooperation exercises. Collaborate with other parts of the municipality on preparedness issues, participate in relevant networks and participate in municipality-wide preparedness planning that affects the administration Collaborate with other municipalities, the county administrative board and relevant authorities in the area of municipal health and social services' crisis preparedness and civil defense (KHOSS). Coordinate work to meet new provisions in the Health and Medical Care Act Participate in municipality-wide collaboration on crime prevention work and ensure that the board has a plan for that work Be the administration's representative in collaboration with the security unit About you You have a high level of security awareness and a good ability to structure, prioritize and take initiative in your work. You are analytical, solution-oriented and confident in handling complex information. You have good communication skills, are analytical and have strong problem-solving abilities. You are a quick learner and have a holistic approach that allows you to understand the importance of collaboration to achieve good results. You are able to build and maintain good relationships both internally and externally. You thrive in a coordinating role and have the ability to drive work forward. You are able to translate plans into concrete actions, are flexible and can adapt to new conditions and requirements. Requirements University degree, such as social worker, political scientist, teacher or other degree that we consider relevant. Experience in social services activities. Several years of proven experience in managing projects/processes. Experience or documented knowledge of emergency preparedness issues. Experience of structured collaboration with other actors on common issues. Fluency in spoken and written Swedish. Merits Education in crisis management, preparedness, staff training or equivalent. Experience in leading crisis work at organizational level. experience in business continuity planning at operational level Experience in crime prevention.
