The Labor Market and Integration Department is responsible for the integration of new arrivals, labor market issues, and the municipality’s responsibility for employment activities in Umeå. We play a key role in promoting social sustainability and inclusion in Umeå. We support people in finding work and pursuing education, and we help employers meet their workforce needs and create inclusive workplaces. Our work is carried out in close collaboration with organizations such as social services, the Swedish Social Insurance Agency, the Swedish Public Employment Service, Region Västerbotten, the Swedish Prison and Probation Service, and employers. We are an active participant in the Arbetsmarknadstorget collaboration platform, where, together with government agencies, we offer coordinated support to people who need help transitioning to work or education.

Our operations are highly dependent on external factors such as societal developments, political decisions, changes in legislation, and labor market conditions. These changes require continuous development and adaptation of our operations.

Your Responsibilities

As an educational and career counselor within the department, your role includes collaborating with employed educational and career counselors under the municipal activity responsibility (KAA, Education Act, Chapter 29, Section 9). The role involves supporting, motivating, and guiding young people and adults—both individually and in groups—to clarify pathways toward education or employment. The work includes both short-term and long-term interventions for participants who are far removed from the labor market and the education system. Therefore, it is important to have a coaching approach, the ability to track individuals’ progress over time, and the courage to explore new opportunities and paths forward together with people who have lost motivation.

The role involves creating the conditions for participants to begin or resume their studies, or to take steps toward an internship or employment. Collaborating with various stakeholders, providing support with applications for different educational options, and planning, monitoring, and concluding internships are all part of the role. In this role, you will actively contribute to developing the department’s work related to education by highlighting education as an option for people of all ages. Documentation tasks within KAA require a willingness to learn about—or prior knowledge of—relevant follow-up systems. Other documentation is carried out according to procedures in the applicable operational systems.

About You

You possess strong social skills, as well as good communication and collaboration abilities. You find it easy to build trusting relationships and instill a sense of optimism about the future with young people, guardians, and older participants. You are dedicated, self-motivated, and organized, with strong prioritization skills; you are persistent in your work and have a quality-conscious approach. Furthermore, you are flexible, a team player, and enjoy working both independently and as part of a team. Working in the Labor Market and Integration Department requires an interest in and willingness to continuously develop and contribute to the growth of the organization. We place great emphasis on personal suitability. 

Requirements

• Degree from the study and career counseling program
• Experience working with participants with varying special support needs
• Class B driver’s license
• Fluency in spoken and written Swedish, as well as a good command of English

Desirable Qualifications

• Experience with neurodevelopmental disorders (NDD), physical/mental health issues, or non-conforming behaviors
• Knowledge and experience with the education system, school counseling, and/or knowledge of the job market
