Elderly care in Umeå municipality wants to be a resource that frees and strengthens people's ability to live an independent life in proximity and interaction. The elderly care administration is part of the social services in Umeå municipality. The administration is divided into four areas of activity: Investigation of the elderly and prevention, Your municipal home care service, Care and nursing homes and short-term accommodation and Health care for the elderly. The services provided to citizens must be of good quality and mean that the individual receives the right service at the right time. The economy must be sustainable in the long term and employees must have a good working environment. The three perspectives of quality, economy and work environment permeate the systematic follow-up work in the operations, and are also the starting point for us who work in the finance function. Our current CFO is retiring in the fall and we now need to recruit a new CFO. Your tasks In the role of Finance Manager, your mission is to: have overall responsibility for the budget, investment, accounting and follow-up processes of the municipality and the administration, be a strategic part of the elderly care director's management team and take responsibility for the development and work of the elderly care as a whole, drive and be responsible for development and change work in the financial area be responsible for drawing up the budget and financial statements and producing decision-making documentation and recommendations for the administrative management and the board, be responsible for ensuring that the municipality's and the Elderly Board's goals in the financial area are put into practice, follow up these in administrative management and to the board, be responsible for external monitoring and comparisons with other municipalities based on net costs and volume, coordinate and develop the administration's work on benefit realization, effect realization and control and follow-up, coordinating, contributing to and being a link between municipal financial processes and the administration be responsible for coordinating the work on government grants for elderly care and reporting on these, reporting to the Elderly Committee and providing information to elected representatives on relevant issues. A large part of the assignment as financial manager for Elderly Care involves working with strategic issues in the financial area and being an active and contributing part of the management team's work on the transition to the future of elderly care. This means, among other things, working with; strategic responsibility for a sustainable economy for Elderly Care, in the short and long term, and comparisons with other municipalities, strategic transition work in the field of digitization to meet future needs in finance, follow-up and control, strategic work in benefit realization and effect capture and be responsible for these issues in the administrative management. As Head of Finance for Elderly Care, you will report directly to the Director of Elderly Care and be part of his/her management team at the administrative level together with the heads of operations, HR manager and other management functions. You will also be part of the CFO's management forum in order to contribute to the development of the municipality's joint financial processes. The role includes personnel responsibility for five employees consisting of controllers, economists, as well as coordinators and premises strategists. You will lead, support and coordinate the work of your colleagues in various processes within the administration. About you We are looking for you who have; an academic degree in economics, equivalent to a Master's degree in business administration or other education deemed equivalent, experience in advanced financial work at strategic management level a background as a financial manager or controller in a large organization or company, experience in leadership and change management experience of working and reporting to a board/committee or CEO/equivalent experience of working as a manager or other leadership deemed equivalent. Training in process and/or change management is beneficial. You should have experience working in a policy-driven organization.
