The administration is a mission-focused and professional educational organization based on the school principal's responsibility for an equal education of good quality.
The Pre- and Compulsory School Board has overall responsibility for ensuring that all children registered in the municipality have access to pre-school and educational care, as well as schooling in the municipality's own or independent activities. The board is responsible for municipal preschools, including preschools in minority languages, educational care in the form of daycare and night-time activities, preschool classes, compulsory schools, adapted compulsory schools and after-school clubs. The Board must ensure that municipal education is based on fundamental democratic values and the equal value of all children and pupils. The Board's activities involve around 3 700 employees and around 19 600 children and pupils. The total budget is 2.3 billion.
We are now looking for a head of a newly established department at the principal level, Authority, which aims to promote and support equivalence and quality in the Board's exercise of authority.

Your work tasks
As Head of Department in the Pre- and Compulsory School Administration, you will provide strategic support to the Director of Education and her management team. You will be responsible for a department consisting of staff with different competencies. The department you will lead works strategically in the exercise of authority at principal level with, for example:
Right to education for children and pupils
Legal security for children and pupils
Data protection and privacy
Supervision and licensing of independent preschools and educational care and notification cases
The preschool and primary school administration is facing major challenges linked to demographic changes and a decline in the number of children. This means that we need to be able to adapt our processes, working methods and resources quickly and efficiently. As head of authority, your work will contribute to strengthening equivalence and quality in the coming years.
You will report to the Pre- and Compulsory Education Committee on authority-related issues and deliver high-quality decision-making documents. The Director of Education is your immediate superior and you are part of her management team.

About you
We are looking for you who have an academic degree, perhaps with a focus on education or political science.
We also want you to have:
Experience of educational work and exercising authority.
Good knowledge of school law, administrative law, data protection (GDPR) and quality management in the public sector that you have put into practice.
Experience as a manager
Perhaps you also have experience of supervision and licensing and handling the exercise of authority in the school system.
To succeed in this role, you will need to understand the responsibilities of the principal and the relationship between the profession, administration and politics. The demographic changes and reduced child cohorts require new, creative ways of planning and organizing activities, and you therefore need to have the ability to think new and creatively but still stand firmly in regulations and values.
As a person, you inspire confidence in working with others and show good judgment and integrity. You also have good organizational and planning skills. The work involves a lot of written and oral communication, so you need to be able to express yourself well. You are used to preparing decision-making documents and presenting cases and have a good ability to adapt your communication to the target audience in an educational way.
Great importance will be attached to personal suitability.
