We are now looking for an experienced and development-oriented department head who wants to lead an operation with qualified staff that administers and processes transportation service permits, financial data, permits for the use of public spaces, traffic engineering issues, and geographic information systems (GIS).

Your Mission

As a manager, you are responsible for the administration of Streets and Parks, regulatory oversight, and specialized support related to urban development and the public environment. In this role, you will lead, develop, and coordinate operations based on political goals, legislation, the municipality’s strategic direction, and the needs of residents. You will have responsibility for personnel, workplace safety, operations, and the budget for your direct reports.

You will also serve as a strategic support to the Operations Manager on issues related to operational development, planning, management, follow-up, and change management.

The role includes:

  • Leading, assigning, and monitoring operations within regulatory functions and specialized units.
  • Ensuring legally sound, efficient, and equitable case handling in accordance with applicable legislation and guidelines.
  • Being responsible for the operations’ finances, quality, work environment, and workforce development.
  • Drive operational development with a focus on digitization, efficiency improvements, and quality enhancements.
  • Support the Head of Operations in strategic development, operational planning, and follow-up.

Serve as an active member of the organization’s management team. Represent the organization in dialogue with citizens, businesses, politicians, and other stakeholders.

We are looking for someone who

Is a confident, experienced, and engaging leader who helps people grow and organizations develop. You have:

  • Several years of experience in management and leadership with responsibility for personnel, budgets, and operations.
  • Documented experience in organizational development and change management.
  • A strong ability to translate strategic goals into concrete results.
  • An academic degree that the employer deems relevant to the position.
  • Strong ability to communicate in Swedish, both verbally and in writing.

Experience in municipal operations, law and public administration, urban planning, the transportation sector, or GIS is a plus.
