
The City Building Administration in Umeå municipality consists of Building Permits, Detailed Planning, Surveying, Environmental and Health Protection and a staff with support functions. The administration has about 200 employees.
The Building Permit Department is divided into three units with a total of about 40 knowledgeable employees who handle building permits with associated site visits and technical consultations, and decide on cases regarding housing adaptation grants. The department also carries out supervision and provides advice and information to the public.
Housing adaptation is a smaller group that works together to process housing adaptation applications. Housing adaptation grants are a municipal grant that people with permanent disabilities can apply for to have their permanent home adapted in an appropriate way, according to the Housing Adaptation Grants Act.
Your duties
As an administrator, you will independently process incoming applications, investigate and assess the measures applied for, evaluate certificates and make decisions on grants for individuals based on the Housing Adaptation Grants Act (2018:222). This means that you mainly work with the exercise of authority. The work involves both office work and visits to the individual's home environment. You document continuously during the case process.
In your work, you have many contacts, both internally and externally. The external contacts can be the applicant, relatives, caregivers, property owners, contractors and others who come into contact with housing adaptation. As an administrator, you also act as a consultant to the certificate providers and are advisory in questions about the business from, for example, applicants and relatives.
Within the unit, quality work is constantly underway to develop the business, which you are expected to participate in together with colleagues and the unit manager. The work also includes keeping up to date with current legislation, regulations and judgments that affect the administration of housing adaptation grants.
The work is varied in difficulty and varies between independent work and working together with colleagues and other people involved. We are a small unit that together takes support from each other in close cooperation.

As a person, you are responsive, calm, confident and flexible. You will have close contact with the applicants and their relatives, which requires you to have good communication skills in Swedish in both speech and writing. Furthermore, we consider it important that you are service-oriented and have an interest in meeting people with disabilities and their relatives in the home environment, which places special demands on the treatment. You have good collaboration skills and are good at creating and maintaining good relationships.
Your ability to plan, organize and prioritize your work is good and you are easy to see the big picture. You are confident in your role as an authority and have a good ability to perform your duties carefully, legally and efficiently. Great emphasis will be placed on personal suitability and interest in working with people.
