The Urban Planning Administration of Umeå Municipality consists of Building Permits, Detailed Planning, Land Surveying, Environmental and Health Protection, and a staff unit providing support functions. The administration has approximately 200 employees. The Urban Planning Administration’s mission is to plan and develop the municipality and create the conditions for Umeå’s sustainable growth. The results of our work should provide the greatest possible value for Umeå’s residents and business community.

Housing Adaptation is part of the Building Permits Department. We are a small team that works together to process housing adaptation applications. The housing adaptation grant is a municipal grant that people with permanent disabilities can apply for under the Housing Adaptation Grant Act.

Your Responsibilities

As a case worker, you will independently process incoming applications, investigate and assess requested measures, evaluate certificates, and make decisions regarding grants for individuals based on the Housing Adaptation Grant Act (2018:222). This means that you will primarily be exercising public authority. The work involves both office work and visits to the applicant’s home. You will document the case process on an ongoing basis.

In this role, you will have many contacts, both internal and external. External contacts may include applicants, family members, caregivers, property owners, contractors, and others involved in housing adaptation. As a case manager, you also act as a consultant to certifying authorities and provide advice on operational matters to, for example, applicants and family members.

The unit is constantly engaged in quality improvement efforts to develop its operations, and you are expected to participate in these efforts alongside your colleagues and the unit manager. The job also involves staying up to date on current legislation, regulations, and court rulings that affect the processing of housing adaptation grants.

The work varies in difficulty and alternates between independent tasks and collaborating with colleagues and other relevant parties. We are a small unit that supports one another through close collaboration.

About You

As a person, you are empathetic, calm, confident, and flexible. You will have close contact with applicants and their families, which requires strong communication skills in Swedish, both spoken and written. Furthermore, we consider it important that you are service-oriented and interested in meeting people with disabilities and their family members in their home environment, which places special demands on how you interact with them. You have strong collaboration skills and are skilled at building and maintaining good relationships.

You have strong abilities to plan, organize, and prioritize your work, and you easily see the big picture. You are confident in your role as a public official and are capable of performing your duties accurately, in accordance with the law, and efficiently. Great emphasis will be placed on personal suitability and an interest in working with people.

Requirements

• A degree in civil engineering, other construction-related education, or certification as an occupational therapist, physical therapist, or equivalent experience.
• Many years of professional experience in one of these fields.
• Class B driver’s license.
• Fluency in spoken and written Swedish.

Desirable Qualifications

• Experience with current legislation regarding housing adaptation grants and/or building design.
• Experience exercising public authority.
• Expertise in accessibility issues.
• Knowledge and experience working with documentation systems, such as BAB-online.
