The Pre- and Compulsory Education Administration works on behalf of the Pre- and Compulsory Education Committee. The administration will formally enter into force on 1 January 2026. Work is therefore underway to develop a functional and professional education organization based on the school principal's mission to design a good quality education. The Pre- and Compulsory School Board has overall responsibility for ensuring that all children registered in the municipality have access to pre-school and educational care, as well as schooling in the municipality's own or independent activities. The board is responsible for municipal preschools, including preschools in minority languages, educational care in the form of daycare and night-time activities, preschool classes, compulsory schools, adapted compulsory schools and after-school clubs. The Board must ensure that municipal education is based on fundamental democratic values and the equal value of all children and pupils. The Board's activities involve around 3 700 employees and around 19 600 children and pupils. The total budget is 2.3 billion. Welcome to apply! Your work tasks As HR Manager in the Pre- and Compulsory School Administration, you will provide strategic support to the Director of Education and her management team. You will be responsible for several key HR processes, including: Skills management Redeployment Systematic work environment and safety management Trade union cooperation Pay and contracts The preschool and primary school administration is facing major challenges linked to demographic changes and a reduction in the number of children. This means that we need to be able to adapt our processes, working methods and resources quickly and efficiently. As HR Manager, you will have a central role in this change process, with a focus on skills supply and transition. We want you to contribute with business intelligence, analysis and management of HR issues that enable rapid transition based on these challenges. In the transition work, it will be important that you collaborate in a municipal perspective. You will report to the Pre- and Compulsory School Committee on HR-related issues and deliver high-quality decision-making documentation. You represent the municipality's human resources policy and lead, implement and follow up development efforts in the above areas - always with the needs of the business in focus. You also work with investigations, analyses and business intelligence from an HR perspective. To help you, you have a group of competent employees with broad expertise in HR. You are part of the Director of Education's management team and are part of the municipality's HR management team where you contribute to the municipality's joint HR processes. What can we offer you? About you We are looking for you who have an academic degree with a behavioral science focus equivalent to the human resources program, or other education that can be considered equivalent. You have solid experience of skills management work and you have also led change processes, preferably with a focus on transition. We prefer that you have worked as a manager, but the most important thing is that you have several years of experience in initiating, leading and following up qualified and broad HR work at a strategic management level in a large and complex organization. We also want you to have experience of reporting to management, board and/or committee and good knowledge of labor law. We are looking for you with good leadership skills who have a great commitment and show a desire to contribute to a professional municipal education organization. You need to have a good strategic ability while being able to contribute operationally in improving our HR processes and working methods. The transition work requires a person who sees opportunities, is proactive and dares to propose and test new solutions. You are used to presenting HR issues to management, board or committee and communicate clearly and pedagogically. We also want you to communicate very well in writing.
