We are now looking for a driven and dedicated HR partner who is primarily committed to fostering a positive work environment and serving as a key team player in the development of the Umeå Region Fire Department. 

The Umeå Region Fire Department covers the municipalities of Umeå, Vindeln, and Robertsfors. We provide preventive fire protection and emergency response services for approximately 140,000 people in one of Sweden’s fastest-growing regions.

The fire department has a full-time station in central Umeå with approximately 80 employees, as well as nine RiB stations with about 150 firefighters on call and two volunteer fire departments. We are also building a new full-time station in Umeå, which is expected to be completed in 2028. As our operations grow, the number of employees will also increase. Together with 16 other municipalities in Norrbotten and Västerbotten, we are part of the joint emergency management system Räddningssamverkan Nord.

Your Responsibilities

You will primarily work with the Umeå region’s fire department and be based within that organization. The role will be organizationally located within the HR function of the City Executive Office’s administration, and you will report to the HR Manager at the City Executive Office.

As an HR partner, you will play a key role in providing close, primarily operational—but also strategic—support to the organization. You will help create favorable conditions for leadership and employee engagement, a positive work environment, and organizational development through HR support based on the municipality’s guidelines and employer policies.

Your main responsibilities include:

  • working with the organization’s managers to serve as the driving force in our efforts with staff groups on issues such as professional development and core values,
  • working with the fire department’s communications officer to coordinate the overall recruitment and marketing process,
  • developing workforce planning strategies,
  • providing support to managers in rehabilitation and job accommodation matters,
  • serving as a qualified resource for department managers in systematic workplace safety and health efforts,
  • providing advice on labor law and employment terms and conditions,
  • contributing to and participating in organizational and change management initiatives,
  • collaborating and negotiating with labor unions

You will also contribute to the development of shared HR processes, primarily for the fire department, but also for the City Executive Office and the municipality. The role also includes training, informing, and guiding managers in the HR field. This is a role with a great deal of freedom and the opportunity to make an impact, where you will help shape HR support in an organization with an important social mission.

About You

We are looking for someone who has:

  • a university degree in HR or other equivalent academic education,
  • experience in HR work within municipal or regional organizations,
  • experience supporting managers in individual cases, rehabilitation, and workplace accommodations,
  • strong knowledge of labor law and experience applying labor law regulations throughout the entire employment process,
  • strong IT skills and experience working with HR systems,
  • excellent ability to express yourself in Swedish, both verbally and in writing.

To succeed in this role, you need to be confident in your HR expertise and thrive in a business-oriented role with many points of contact. You have the ability to build trusting relationships, are responsive, and can tailor your support to the needs of the business.

You work independently, take responsibility for your assignments, and have a strong ability to plan, prioritize, and organize your work. At the same time, you’re a team player who values collaboration and contributes to positive relationships both within and outside your own organization.
