The Preschool and Elementary School Administration is responsible for the municipality’s preschools, preschool classes, elementary schools, special-education elementary schools, and after-school programs. The operations are organized into three geographic areas: Southwest, Northeast, and a joint area for grades 7–9, each led by a respective area manager.

The Preschool and Elementary School Office employs approximately 80 staff members in areas such as management, HR, legal affairs, finance, development, and operational support. We provide support to the operations and the committee, as well as services to the municipality’s residents within our areas of expertise.

The Preschool and Elementary School Office includes a Regulatory Affairs Department, which was established in January 2026 and currently consists of nine employees and a department head. Under the Regulatory Affairs Department are an Educational Placement Unit and a School Transportation Team, both led by a unit manager. The Regulatory Affairs Department works comprehensively with the exercise of regulatory authority within preschool and elementary school, focusing on equality and the right of children and students to an education. Its responsibilities include matters related to school placement, school transportation, and compulsory education, as well as appeals, investigations at the administrative and board levels, and the development of governing documents. We also investigate complaints under the Education Act, conduct oversight and ownership and management reviews of independent preschools, handle reports from supervisory authorities, and address data protection and privacy (GDPR). Furthermore, the Regulatory Affairs Department is responsible for managing digital systems at the school operator level.

The Educational Placement Unit and the School Placement Team are now looking for an investigator who wants to work with us! The position is organizationally located within the Educational Placement Unit and the School Transportation Team, which is a unit under the Regulatory Affairs Department.

Your Responsibilities

Your responsibilities will include investigating, processing, and drafting decisions based on applicable legislation regarding school transportation and the placement of children and students. The work also includes handling appeals within the unit’s areas of responsibility and various investigative assignments within the scope of the unit’s responsibilities. Furthermore, the role involves handling requests for access to public records and coordinating and developing processes relevant to the unit’s area of responsibility, in consultation with the unit manager and legal counsel. Collaboration and dialogue take place as part of the work with other departments and units at the school authority level, such as area managers, principals, and strategists, as well as through contacts with external parties. Other tasks prioritized by the employer may also arise.

What can we offer you?

With us, you’ll have a meaningful and varied role where you contribute to the academic success of children and young people and have the opportunity to influence and develop operations and work methods.

About You

As an investigator in this role, you need to be self-motivated but also able to plan, lead, and carry out work in collaboration with various stakeholders—a role that requires your ability to build strong relationships in both internal and external contexts. The role requires that you be able to prioritize, manage multiple tasks simultaneously, and drive processes forward in a way that ensures quality.
