Do you want to design the foundation for tomorrow's identity and authorization management?

Umeå municipality's digital infrastructure manages identities and access for around 38,000 users - from students to preschool teachers and system administrators. It's a responsibility that requires the right architecture, robust security and the right people.

We are now looking for two specialists to join the IAM team within Digital Transformation and IT. With us, you will have a key role in shaping the municipality's future identity and authorization management.

About the role and our environment

We are a team with high ambitions and a great deal of responsibility - behind every login and authorization for the municipality's users is an infrastructure we own, operate and develop. The environment includes over 300 connected systems. Our identity lifecycle is currently based on a central IDM solution that controls identity flows and attribute management in Active Directory, Entra ID and Google Workspace, supplemented by federated login solutions such as ADFS, SITHS, BankID and Freja eID.

To meet the strict requirements of GDPR, NIS2 and the Cybersecurity Act, we are currently conducting extensive development work on a new, modern IAM IDM/IGA platform. This platform will secure our lifecycle management and be supplemented with stronger functions for authorization management, role models and authorization flows.

The IAM architecture also includes the development of a future business-related authorization hub for managers and open source-based IdProxy for common login management.

What we are looking for

We are looking for you who want to be involved in designing, securing and building what we will have tomorrow and refining what we have today. To succeed in this, you need to have:

  • High school education
  • A few years of experience working with identities, authorizations and secure access (Identity & Access Management (IAM))
  • Unhindered knowledge of Swedish in speech and writing and good knowledge of English

You do not need to have worked with exactly the products we use today, but you have the technical or functional breadth required to drive our environment forward.

We consider it a strong merit if you have practical experience in one or more of the following areas:

  • Identity lifecycle and provisioning: Experience working in IDM platforms e.g. OpenText, SailPoint, etc.e.g. OpenText, SailPoint, Saviynt.
  • Identity Governance & Administration (IGA): Experience with role modeling, group governance management, authorization flows, as well as control mechanisms for authorization review and separation of duties.
  • Federation and Authentication: Work with authentication solutions, SAML, OpenID Connect, OAuth2 as well as implementation of MFA and e-IDs.
  • Identity security and compliance: Knowledge of how IAM controls map to regulatory requirements, risk-based access or protection of administrative accounts (PAM).

If you also have a post-secondary education in IT, this is also an advantage.

  • You actively contribute to the team developing new solutions where the Least Privilege principle and traceability are a matter of course.
  • You discuss unpretentiously. You can challenge existing choices and weigh technical options without being locked into a single vendor ecosystem. We value your ability to recognize when standards (e.g. SCIM, OIDC) should be prioritized over proprietary development for long-term sustainability.
  • You communicate with the business. Much of the work involves translating complex technical security decisions into understandable benefits for system owners and administrations without a technical background. You manage that bridge gallantly together with the IAM team.
