The municipal lawyers belong to the Democracy and Law Department at the City Management Office. The department is divided into five units with the General Counsel as head of department and as the immediate manager of the municipal lawyers.

About the job

As a municipal lawyer, you provide legal support and advice to the municipality's administrations and committees in both ongoing and more complex legal issues. You also prepare cases, review and draw up agreements, represent the municipality in court and before other authorities, and train officials and elected representatives. You have a broad remit and work with the legal issues that can arise in a municipal business. The work involves a mix of public law and civil law, based on municipal law, administrative law, public access and confidentiality, and contract law. In addition, you work more specialized in certain areas of law that can vary over time depending on what the assignment and the business need, your skills and your interest.

You will provide legal support and advice:

• in real estate law, planning and building law, environmental law and contract law,
• in permit applications to carry out projects related to development,
• in tenancy law and liability and insurance issues,
• in crisis preparedness and civil defense as well as security protection,
• in Umeå municipality's whistleblower function.

About you

We are looking for you who have:

• a degree from one of the following programs: the law program, the legal science program, the business law program or the administrative law program with a legal focus,
• a few years of experience from legal work,
• good knowledge of Swedish, both in speech and writing.

We would like you to have experience;

• of work with real estate law, environmental law and planning and building law,
• of work with municipal law and administrative law,
• of work in civil preparedness and security protection,
• of legal work in the public sector, preferably a politically controlled organization,
• of legal advice to other professional competencies,
• of switching between different areas of law within the same service,
• of litigation in court or review body.

We are looking for you who have a pragmatic and solution-oriented approach and where a holistic approach is an important perspective. You are quality conscious and take responsibility for independently driving issues forward. You have good collaboration skills, are responsive, pedagogical and can communicate in a target group-oriented manner. You have good judgment that comes in handy in legal considerations.

Strong emphasis will be placed on personal suitability.
