The HR department of the City Management Office is the municipality's strategic and operational function for overall employer issues. We are responsible for ensuring that HR policy is known and uniformly applied throughout the organization. The department leads, coordinates and monitors work on skills supply, management development, work environment, health, labor law and wage formation as well as salary and pension administration. In total, we are about 90 employees who together provide support to the political leadership and the municipality's administrations. The work is carried out in close collaboration with the operations and the trade unions. About the assignment We are looking for a sharp negotiator who wants a specific role in wage formation. Our most senior salary negotiator has a few years left in her career and will then hand over the baton. We are now planning for a strong and sustainable transition where experience and change can overlap. Your focus is to drive, develop and manage Umeå municipality's wage formation and wage policy. Together with colleagues and management, you are responsible for conducting strategic analyses of the current situation and desired changes to build a factual and appropriate salary structure that will secure the supply of skills. The role involves a high degree of autonomy and responsibility in planning and implementing activities in the area of payroll. Important activities include leading and coordinating the work with Umeå municipality's annual salary review, job evaluation, salary mapping and position management. Together with your immediate colleagues, you will be responsible for conducting analyses and forecasts and developing proposals for salary increases and long-term salary initiatives. Another important part of your work is to coordinate and support the salary formation work between the administrations to ensure a common salary policy. Together with your immediate colleagues, you will lead and support the work of the parties in the area of wage formation. Another important part of the role as a salary negotiator is to train, skill and consult colleagues and to work with targeted communication. A strategic task is to develop processes, procedures and system support that make it easy to understand and work with salary formation in accordance with Umeå municipality's salary policy. In addition to the work in the salary formation area, you will be involved in the unit's other areas of responsibility and focus. This means, among other things, that: Provide qualified advice on labor law and contractual issues. Participating in interest and dispute negotiations. Carrying out investigations on behalf of the Municipal Executive Board and the Staff Committee. Contributing to the development of working methods together with the HR functions of the administrations. About you We are looking for you who have: Relevant university degree in HR or other education deemed equivalent by the employer. Several years of experience in payroll work in a large organization. Experience of analysis work, both of internal and external data. Experience of trade union work and negotiation. Experience/ability to interpret, apply and draft collective agreements. Experience in leading and coordinating large, cross-organizational processes. Knowledge of job evaluation and salary mapping. We would like to see that you have experience from the public sector and a politically controlled organization, that you have knowledge of project management and that you are an experienced user of Excel. The position requires good knowledge of Swedish, both spoken and written. As a person, you are confident and stable and work with a consultative and strategic approach based on both trust and long-term cooperation. Your analytical skills, responsiveness and accuracy contribute to your ability to make informed decisions based on prevailing circumstances and a holistic approach. You are quality conscious and take responsibility for running processes independently. You have good teaching and communication skills.
