Application due date 3 November 2026
Are you the one?

Would you like to lead an organization that plays a vital role in society, where quality, development, and service are the top priorities? We are now looking for a dedicated Payroll Manager for a temporary position through April 30, 2027. Here, you’ll work alongside skilled colleagues, contribute to key business processes, and ensure that the organization’s managers and employees receive the support they need.

The City Executive Office’s HR Department is the municipality’s strategic and operational function for overarching employer-related issues. We are responsible for ensuring that personnel policies are well-known and consistently applied throughout the organization. In total, we are approximately 65 employees who together provide support to the political leadership and the municipality’s administrative departments.

In the area of payroll and pensions, we support the municipalities of Umeå and Vindeln with payroll and personnel administration—both in an advisory and operational capacity—and are responsible for processing salaries, honoraria, and pensions for employees and elected officials. We are currently working toward a more automated and digital payroll and HR administration system. The goal is to ensure professional and equitable employer practices where we free up time from administrative tasks, ensure quality, and instead create more value for managers, employees, and the organization. Would you like to join us on this journey?

Your Responsibilities

As Payroll Manager, you will be responsible for the municipality’s payroll unit and will lead a team of approximately 10 employees, including a unit manager. You will have responsibility for personnel, operations, and the budget, and you will be part of the City Executive Office’s HR department, where you will report to the HR Director.

Your responsibilities as Payroll Manager include, among other things:

  • leading and developing operations based on mandates, goals, and operational needs
  • ensuring quality, legal compliance, and efficiency in payroll and pension processes
  • driving improvement and development initiatives
  • collaborating with managers, HR, and other functions
  • ensuring compliance with laws, agreements, and internal guidelines
  • to provide strategic support to the organization on matters related to payroll

About You

We are looking for a confident and clear leader with the ability to foster engagement, participation, and development. You have a genuine interest in developing both people and the business and thrive in a role where you can combine operational matters with strategic work. You build strong relationships, communicate clearly, and have the ability to build trust when collaborating with employees, managers, and other departments within the organization. You work in a structured manner, see the big picture, and can translate goals and ideas into concrete results.

We are looking for someone who has:

  • a college degree with a focus on HR or other relevant education that we deem equivalent
  • experience as a manager, including responsibility for personnel, operations, and the work environment
  • solid knowledge of systems such as PersonecP and related functions

It is advantageous if you have:

  • experience working in the public sector
  • solid knowledge of laws, collective bargaining agreements, and processes affecting payroll

Additional Information

Temporary position, one opening, full-time, 100%. Starting as soon as possible, as agreed, through April 30, 2027.

Please attach your resume. You do not need to include a cover letter, but be sure to answer all questions on the application form.

We look forward to receiving your application!
