Are you the one? The support and care administration is organized into three major areas of activity: authority exercise, disability care and individual and family care.
Our mission is to meet the need for support and care within the social services' area of responsibility - with the aim of strengthening and securing the individual's opportunity for an independent life.
Within the administration, there is a management staff that works across the administration on issues such as communication, premises supply, digitization and investigation work. We are now strengthening the staff with an emergency preparedness coordinator - an important function to ensure the ability to maintain and develop socially important activities in the event of serious disruptions and heightened preparedness.
Duties and responsibilities
Your main responsibility will be to lead, coordinate and follow up the work on civil preparedness within the Support and Care Administration and its activities.
You will:
Drive the development of the capacity-enhancing preparedness work within your own administration and assist activities and management with support in preparedness issues.
Lead the implementation of the municipality-wide project Systematic Continuity Management (SCM) within your own administration and participate in the reference group at the municipality-wide level.
Carry out continuity planning and risk and vulnerability analyses in the administration's activities.
Drive the development of the administration's crisis and war organization and ensure that the necessary plans exist, are known and are practiced.
Drive and develop the exercise work internally and be the local exercise leader for the administration in the municipality's local cooperation exercises.
Collaborate with other parts of the municipality on emergency preparedness issues, participate in relevant networks and participate in municipality-wide emergency planning that affects the Support and Care Administration.
Collaborate with other municipalities, the county administrative board and relevant authorities in the area of municipal health and social services' crisis preparedness and civil defense (KHOSS).
Ensure that the Security Protection Act is taken into account and complied with within the framework of civil preparedness work.
Participate in the planning and implementation of information security-related activities that are relevant to preparedness work.
The work involves driving processes and projects in civil emergency preparedness from start to finish and requires you to be highly adaptable to the changing nature of the area and the world around you.
In Umeå municipality, the municipal board and its administration, the City Management Office (SLK), have the overall responsibility for leading, coordinating and following up the municipality's work in civil preparedness, information security and security protection. You will therefore interact with and be supported by SLK in your work, and you will also be the administration's point of contact for preparedness issues at coordinator level.
Qualifications
We are looking for you who have an academic education from a college or university. For us, it is not crucial in which field you have studied - we value the broad knowledge base and analytical skills that higher studies bring.
What is particularly important in this role is that you have good experience in the different areas of social services. You will have an insight into the mission and daily life of social services, and understand the challenges and opportunities in this field. You will therefore need to explain in your application how you acquired this knowledge and experience.
If you also have knowledge of crisis management and security protection, this is an advantage - but not a requirement. We offer an introduction and skills development.
A B driving license is required for this position.

The position involves placement in a security class. A security clearance in accordance with the Security Protection Act (2018:585) will be carried out before employment.
