The Procurement and Purchasing unit is located in the Finance and Governance department at the City Management Office, which is the municipal board's administration. You are directly subordinate to the CFO and in your assignment you report to her and prepare and present cases to the municipal board. The Finance and Governance Department also includes the Accounting, Budget/Follow-up, Finance and Governance and Coordination units. The department has about 50 employees.

We are now looking for a strategic and committed procurement manager who wants to develop and strengthen the municipality's purchasing and procurement work. Umeå municipality has a spend of just over SEK 3 billion and is in the middle of a development journey regarding purchasing and procurement. A holistic approach has been taken to make procurement a strategic tool for the municipality's growth and economic, social, cultural and ecological sustainability.

Your tasks

As Head of Procurement, you have overall responsibility for the municipality's purchasing and procurement processes. You will also be responsible for the development journey - at strategic, tactical and operational level - that the municipality has embarked on. This means that you work closely with the municipal board and other municipal management to enhance the municipality's strategic capacity in the area of procurement and purchasing. You and your colleagues will work to ensure that the procurement and purchasing needs of the councils and companies are met efficiently and correctly, and that the municipality's purchasing systems are appropriate and developed in accordance with the needs of the operations. All to create long-term sustainable and efficient business that strengthens the municipality's operations and the residents' everyday lives.

Here you get the opportunity to combine strategic leadership with organization-wide development work together with a competent team and in close collaboration with the entire organization and the business community.

To help you, you have the municipality's Procurement Office, which consists of 22 people. Reporting directly to you is a Head of Unit who leads the operational and tactical work, and a team consisting of a procurement lawyer, sustainability strategist, contract controller, security controller, quality developer and administrative resources.

You report to the CFO and are part of the CFO's management team.

About you

We are looking for you who are communicative, clear and can explain complex relationships and rules in an educational way. You are analytical and structured and have the ability to create trust and build relationships and to drive development work by moving from words to action. You are confident, responsive and courageous and have a good ability to lead and communicate in change.

We are looking for you who have:

• Relevant university degree, for example in economics, law or other education that the employer considers equivalent
• several years of management experience
• experience of working in a leading position in a larger organization.

It is an advantage if you:

• have worked in a politically governed organization
• have experience from qualified work with purchasing or procurement
• have been responsible for or driven organization-wide development projects.

Strong emphasis will be placed on personal suitability.

The position is security classified, which means that the final candidate will undergo a security check.
