Project Manager for Streets and Parks, Stormwater Management in Cold Climate Type of Employment Full-time
Job position Project manager, construction and civil engineering
Work model On location
Application due date 16 February 2026
Are you the one? Do you want to lead development work to strengthen resilience to climate change?
Increasing rainfall and snowmelt increase the risk of flood damage, while densification limits space for stormwater management and snow storage.
But there is a lack of knowledge and solutions for stormwater management tested in cold climates. These are challenges that need to be addressed by the municipality and water and wastewater companies together. With innovation, research and new collaboration models, Umeå is leading the way to create robust solutions.
We are looking for a project manager who wants to take the lead in a pioneering work for climate adaptation in northern Sweden. It's about keeping together the development of stormwater solutions and snow management in a dense and growing city - with a focus on sustainability, collaboration and innovation.
About the role
As a project manager, you will be the hub of a collaborative project between Umeå municipality, Vakin, Luleå University of Technology and other actors. You will be responsible for driving the project from planning to implementation and ensuring that we reach our goals:
Test and evaluate new stormwater solutions and snow management strategies.
Develop collaboration models between municipal companies, administrations and external actors.
Contribute to research and knowledge dissemination nationally and internationally.
You will lead the project's governance, coordination and follow-up, and be a key person in creating commitment and participation of all parties. You will work closely with a project manager colleague who is leading another externally funded project in electrified construction.
Qualifications
We are looking for you who have a strong drive for sustainable development and experience in managing complex projects. You are structured, communicative and solution-oriented - seeing opportunities where others see obstacles. You also need to be able to understand and create understanding between people with different competencies.
You have the ability to:
Create structure and quality in project management.
Inspire and engage different stakeholders in a common direction.
Develop new ways of working and drive change in traditional organizations.
Communicate clearly and pedagogically, both internally and externally.
Write reports on project implementation with a focus on societal benefits and similar.
Training:
We are looking for you who have an academic degree in a relevant field, e.g. civil engineering, environmental and climate engineering, social sciences, project management or similar. Alternatively, you have acquired equivalent knowledge through work experience. It is an advantage if you have further training in climate adaptation or sustainable urban development.
Experience:
Proven experience in managing complex projects with multiple stakeholders and large budget.
Experience in change management and process development.
Experience of working with public procurement and understanding of LOU.
Experience of collaboration between the public sector and business, preferably in water, construction or climate adaptation.
Meritorious: Knowledge of stormwater management, snow management, Agenda 2030 and gender mainstreaming.
We offer
A unique opportunity to lead a project that makes a real difference for the cities of the future and for Umeå here and now.
A committed team and a wide network of stakeholders in northern Sweden.
The opportunity to influence and develop innovative solutions that can be scaled nationally and internationally.
Other opportunities
The position is a project between 260302 and 290302.
