You will work in the department responsible for developing Vattenfall's portfolio of land-based wind power projects in Sweden.

We are now looking for another Permit Manager/Subproject Manager for Umeå or Luleå.

The role Permit manager/Part project manager

The role of Permit Manager/Subproject Manager is central in our wind power projects from the early stages until the park is ready to be put into operation. It is an integrated role where you work both in project form and for the good of the portfolio. You will work closely with the project manager and be active and driving in matters related to decisions related to the permit process, the application and the appeal and you will be part of the projects' core team.

Your role is important to quality-assure the permit process and ensure that it is conducted so that the probability of permits is high while the projects are as profitable as possible. After a legally binding permit, the role involves ensuring permit compliance both in the procurement phase and the construction phase with high quality. You must also contribute from a portfolio perspective, that issues are assessed equally in the projects and that synergies are taken advantage of. You will have a great responsibility for building relationships with various contacts with authorities, interest organizations and other important stakeholders such as Sami villages. You will work closely with environmental lawyers and together with them be responsible for ensuring that the projects do not risk coming into conflict with current legislation. You must also participate in preparations for application procedures and support our environmental lawyer in his work.

The role involves leading the Permits work stream, which, among other things, means leading and controlling the consultants we hire, for example, for inventories, drawing up environmental impact statements and permit compliance. You keep the work together and ensure that cooperation, coordination and control work optimally. You also assist the project manager in budget matters linked to the permit processes. You will also work closely with experienced colleagues in the same role, where you collaborate in permit management and development.

Coordination with other parts of Vattenfall (such as communication and environmental and legal staff functions) will be part of the work.

You will also act as an expert in other matters related to the development of our land-based wind power portfolio in Sweden. This applies both to the development of internal work and also to external relations with stakeholders. This could be, for example, contributing to industry-wide activities and/or advocacy work. In order to cope with the change society is facing, it will be required to actively influence and contribute to new solutions. The permit specialist in this role must therefore participate in finding solutions and contribute to developing proposals for change.


Requirements specification

Competence and experience requirements

  • You must have relevant academic education with a focus on technology, environment, biology or environmental law
  • You have experience of working with tests according to the Environmental Code and general knowledge of how municipalities and county administrative boards work.
  • You must express yourself well in Swedish both in speech and writing, and have good knowledge of English
  • Holds a B license

Particularly meritorious, one or more areas of competence

  • be a project manager or sub-project manager.
  • Experience from working with permit and supervisory issues at authorities.
  • Broad network within authorities and interest organisations.
  • Experience of influence work, process work.
  • In-depth knowledge of the environment, biology or reindeer husbandry or
  • Experience related to power lines or other infrastructure
  • legal analyses.

With increased ambitions, the department responsible for the development of land-based wind power in Sweden has grown as the portfolio has been expanded with more projects. We run projects from the first land negotiation, through i.a. the environmental permit processes, even investment decisions and up to the start of construction for the wind farms.
