Vestre Toten Municipality has approximately 13,500 residents and is the largest industrial municipality in the Innlandet region, home to the Raufoss Business Park, which employs over 3,000 people and is experiencing strong growth and development.

The NAV office is located in pleasant facilities adjacent to the town hall in Raufoss. The office is divided into two departments and has approximately 40 permanent positions.

Department Head – 100% Permanent Position at NAV Vestre Toten


We are seeking a dedicated and organized leader for one of our two departments. This is an exciting opportunity for someone with a strong understanding of finance, leadership experience, and a deep commitment to social work. With us, you’ll have a meaningful leadership role and the opportunity to help improve people’s living conditions, increase their participation in the workforce, and enable them to participate in society.

You will lead a competent professional team that is currently responsible for three teams with a total of 15–20 employees. The Financial Team, which handles financial social assistance, budget management agreements, and counseling and guidance—including debt counseling. The Housing Service , which allocates municipal housing and processes applications for starter loans and housing assistance. Isiflo Job and Recruitment Center, which is physically located within the industrial park and provides job placement and language training, as well as municipal-run skills development programs.  The role will also involve a number of administrative tasks, such as preparing various duty schedules, handling certification responsibilities, managing archives, organizing various administrative functions, and more.

NAV Vestre Toten is located in bright and spacious offices at the Town Hall in Raufoss. We have about 40 employees organized into two departments. Department heads are part of the management team along with the NAV director. The departments work in an interdisciplinary and holistic manner, focusing on the needs of each individual client. Job Responsibilities

The department head has professional, personnel, and financial responsibility within their department and service. This includes the responsibility to

  • lead and develop the department so that Nav Vestre Toten achieves its goals and fulfills its social mission
  • ensuring residents receive high-quality services related to finances and housing, while also facilitating increased labor force participation
  • actively managing performance and professional responsibilities in the department’s operations and development
  • ensuring quality in user contact, guidance, and administrative tasks.
  • take responsibility for planning, professional development, and quality control
  • manage personnel responsibilities and provide daily support to employees
  • ensure team building, foster a positive work environment, and promote collaboration within the department and at

the office

The Department Head is expected to take overall responsibility for Nav Vestre Toten’s operations and service development, participate in relevant professional development activities, and maintain contact with partners.

Nav is an organization in constant development, which may entail changes in tasks and areas of responsibility.

Qualifications:

We are looking for someone who has

  • a minimum of a 3-year college or university degree, preferably in economics and management, social sciences, or social studies
  • management experience, preferably from the public sector
  • Experience and knowledge of welfare services and the labor market
  • strong ability to get things done and a track record of achieving results
  • good and clear communication in Norwegian, both oral and written
  • Strong digital skills, willingness to adopt new solutions, and ability to share knowledge
  • Experience in mentoring, motivating, and developing employees

It would be a plus if you have:

  • Expertise in administrative law
