The municipality of Vestre Toten has approximately 13,500 residents and is the largest industrial municipality in the Innlandet region, home to the Raufoss Business Park, which employs over 3,000 people and is experiencing strong growth and development.

The NAV office is located in pleasant premises adjacent to the town hall in Raufoss. The office is divided into two departments and has approximately 40 permanent positions.

Would you like to help carry out NAV’s important social mission? We are seeking a financial counselor for a full-time (100%) permanent position. Recent graduates will also be considered.

We are now advertising a full-time position in our finance team.

This is a permanent position.

Start date: September 1, 2026, or as soon as possible.

Position details: The position is part of our financial team. The team consists of six positions, including this one. The role of financial counselor involves dialogue and conversations with people facing difficult life situations. A key part of the responsibilities will be processing applications under the Social Services Act.

Job Responsibilities

  • Process applications for financial assistance under the Social Services Act at NAV
  • Assess, follow up on, and motivate individuals in challenging financial situations
  • Provide advice and guidance based on the individual’s needs
  • Provide basic guidance on budgeting and personal finances
  • Collaborate across disciplines, both internally and externally
  • The position will involve direct contact with clients, both to assess their needs and to facilitate their transition to work and other activities in collaboration with other counselors.
  • The job involves close collaboration with other counselors and interdisciplinary collaboration with external partners
  • Tasks are performed both independently and as part of a team
  • Reception desk staff at reception centers
  • The position may also involve managing financial agreements for individuals whose finances are managed in whole or in part by NAV.

NAV is an organization in constant development, and job responsibilities may change.

Qualifications

  • A bachelor’s degree in social work, labor and welfare studies, economics, counseling, or law. Other educational backgrounds may be considered if accompanied by relevant experience. Education from abroad must be approved by the Norwegian Directorate for Higher Education and Competence (formerly NOKUT)
  • Strong understanding of economics and an interest in the field
  • Relevant expertise and experience in counseling, client follow-up, and case management. If you are a recent graduate with relevant and up-to-date expertise, this may partially compensate for a lack of experience
  • Very strong communication skills, both written and oral. You can express yourself and write in a clear and understandable manner
  • Strong digital skills and the ability to quickly familiarize yourself with and use new digital solutions. You must be able to guide others in the use of digital solutions

It is desirable that you have:

  • Relevant experience guiding adults in vulnerable situations and experience with case management
  • Experience working in a change-oriented manner with people
  • Knowledge of and experience with public administration
  • Knowledge of the labor market and workforce inclusion
  • Experience with interdisciplinary collaboration
